This document constitutes a request for competitive, sealed proposals to fit and install ornamental welded, steel fencing screenings to the 5th and Walnut parking garage, for the City of Columbia, Missouri (hereinafter referred to as City) as set forth herein. An Addendum to this RFP providing the City of Columbia's official response will be issued if necessary to all known prospective offerors. Questions must be submitted no later than 5:00 p.m. on June 16, 2022. Offerors agree that proposals will remain firm for a period of ninety (90) calendar days after the date specified for the return of proposals. The City of Columbia reserves the right to reject any or all proposals received in response to this RFP, or to cancel the RFP if it is in the best, interest of the City of Columbia to do so. Failure to furnish all information requested in this RFP may disqualify the proposal. Any exceptions to the requirements specified must be identified in the proposal. Any offeror may withdraw his or her proposal at any time prior to the scheduled closing time for the receipt of proposals. However, no proposal will be withdrawn for a period of ninety (90) calendar days after the scheduled closing time for the receipt of proposals. Bidder shall submit an original bid bond, in an amount of not less than five percent (5%) of base bid and alternates, to the Purchasing Division, prior to the bid closing date and time. Acceptable forms of bid bonds include: 1.) an original bond on the City of Columbias bid bond form, (Exhibit A) 2.) a certified check made payable to the City of Columbia; or 3.) An electronic bid bond provided by Surety2000.com, as verified by an eleven-digit code which is generated by the Surety2000 system and provided by the contractor in their bid submission. Bid bonds, regardless of the format, must be issued by a surety company authorized to conduct business in the State of Missouri, and carrying a rating of A-6 or better as listed in the A.M. best or equivalent rating guide. The bid bond shall guarantee good faith on the part of the bidder to enter into contract within ninety (90) days at the price bid, if accepted by the City. The contractor on a public improvement project costing more than fifty thousand dollars ($50,000.00) shall provide to the City, a Performance Bond and a Labor and Material Payment Bond, with corporate surety, satisfactory to the purchasing agent, each in an amount not less than the contract price. Contractor shall furnish a Performance Bond and a Labor and Material Payment Bond, each for one hundred percent (100%) of the contract price, guaranteeing faithful compliance with all requirements of the contract documents and complete fulfillment of the contract, including payment of all labor, material, and other bills made in carrying out this contract." The Surety Company issuing the bonds shall be authorized to conduct business in the State of Missouri, and carry a rating of A-6 or better as listed in the A.M. Best or equivalent rating guide. The CityColumbia, PublicWorks Department, Parking Division, is seeking a contractor to procure materials, labor, supervision, and delegated design services, to fit, and install, ornamental welded steel fence screening, within the precast façade panel openings at the 5th and Walnut Parking Garage
