Site work for a road / highway in Breckenridge, Colorado. Completed plans call for site work for a road / highway.
The painting process must be completed by October 31st, 2022 and each type of infrastructure must include the followings specifications. Painting of approximately 100 streetlight poles and fixtures on Ski Hill Road, Queen of the West,Airport Road, and other areas Painting process is to cover decorative streetlight base, streetlight pole, and streetlight fixture Paint is to be a high gloss black Paint is not to cover clear plastic lens or acrylic dome on streetlight fixture Paint is not to be applied to any street signs or Mutt-Mitt dispensers attached to poles Paint is not to cover any TOB streetlight pole identifying stickers Before painting, removal of any non-TOB stickers from pole must be completed by bidder Repair to damage caused by bidder to streetlight fixture, pole, or any other aspect of existing infrastructure is the responsibility of bidder All painted fixtures must be closed and screwed shut once painting is complete All tape or other products used to paint must be removed from before moving on to the next location Closing of parking spots to facilitate painting must be communicated at least a day in advance to Public Works, and approved, by the Town Communication with Town staff to provide project updates must occur at the end of each working day After painting the pole, Town staff will provide the contractor with a new clear lens to insert into the streetlight fixture. The old lens is not to be painted and shall be returned to Town staff All painting must occur without overspray. Overspray occurring to any private property or other unintended Town property will be the sole responsibility of the contractor to repair to original condition The contractor will be responsible for the complete cost to implement a traffic control plan to safely perform the work in along SH9 round about areas. Traffic control shall include lane closures of SH 9 to overhead light painting. Lane closures shall not exceed 500 feet in length. Lane closures shall only occur Monday through Thursday and during the hours of 7am to 3pm. Lane closures are not to occur on Fridays, holidays, days falling sequentially to holidays, or during identified days of projected heavy traffic and or Town sponsored events. Holidays and heavy traffic/event days that are restricted for road closures during the summer season of 2022 are Monday May 30th (Memorial Day), Mid June Ride the Rockies Bike Race (exact dates TBD), during Landscape maintenance days (exact dates TBD), Thursday June 30th, Monday July 4th, and Monday September 5th. Some of events are yet to be determined and their scheduled dates might fluctuate. Regardless, all lane closure activity by the contractor to complete work must be scheduled in advance and approved by the Town. Additionally, road closures will be required to cancel on short notice or while work is being performed if in the opinion of the Town, deteriorating weather conditions or heavy traffic volumes are creating unsafe or unsatisfactory driving conditions for the public. The bid shall include the cost of providing a Traffic Control Supervisor (TCS) for each day of construction. The TCS shall perform traffic control management, inspection, and inspection reports, for each active day of construction. The bid shall also include, but not limited to: barrels, cones, centerline candlesticks, barricades (Type I, II, and III), fencing, sign panels, sign posts, and sign stands. Work being performed at other locations (hand railings or streetlights) do not require a Traffic Control plan. It is still a requirement of the contractor to communicate each day with the Town to ensure safe working conditions exist for both the contractor the public. These locations will require the contractor to adequately protect the public while work is being performed on ladders and lift equipment through the use of cones, barricades, and caution tape. There will be no Pre-bid meetings. This request for bid is issued by the Public Works Department, Steve Worrall, Parks Assistant Manager, for the Town of Breckenridge. Questions can be directed to Steve Worrall, Parks Assistant Manager, at stevew@townofbreckenridge.com All bids shall have the email subject of "2022 RFB - Painting of Town Streetlights" with the contractors name immediately following. Emails must have the completed bid documents attached to it. Links to other cloud based servers will not be accepted. Deadline for submission of bids shall be noon on June 21st, 2022, at 12:00pm All bids shall include a completed application. All bids must be prepared and signed by the bidder(s). Such bids become the property of the Town and will not be returned. Incomplete applications may not be considered for award. Any bids received after the time and date established as the deadline for submission shall not be considered. Any bid may be withdrawn prior to the scheduled time for opening of bids.. Bidders are advised that the bids are subject to public disclosure under Colorado Law and will not be treated as confidential. All materials submitted become the property of the Town and may be made public in whole or in part at the discretion of the Town with two notable exceptions. Information marked confidential such as trade secrets and references shall be treated as privileged information and confidential commercial information under the Colorado Open Records Law. The Town reserves the right to reject any and all bids received as a result of this request, to waive formalities, informalities, or irregularities, technical defects or clerical errors in any bid, as the interest of the Town may require. Award decisions are final. All bids shall remain firm for thirty (30) calendar days after bid opening.
