Site work, paving and outdoor lighting for a mixed-use development in Bowdoinham, Maine. Completed plans call for site work for a playground / park / athletic field; road / highway; sidewalk / parking lot; water / sewer project; for outdoor lighting for a playground / park / athletic field; sidewalk / parking lot; for paving for a road / highway; and sidewalk / parking lot.
The project involves the installation of a new gravel access road, gravel parking areas, 12' precast concrete plank boat launch ramp and associated paving, storm drainage, electrical conduits, and other sitework items at the Town's new waterfront park at 8 River Road. The successful bidder must furnish the following: 1. Certificate of Insurance (in accordance with Section 3, Article 26) 2. 100% Construction Performance Bond 3. 100% Construction Payment Bond. Liquidated damages in the amount of $250 per day are contained in the Contract. Town of Bowdoinham reserves the right to reject any and all bids and to waive any technical or legal deficiencies. Work under this Contract includes all work required for Phase I of the Waterfront Improvements project, for the Town of Bowdoinham, Maine. In general the work includes an access road, a non-motorized boat launch with associated shoreline stabilization, parking areas, underground drainage and utilities. The Contractor shall supply all material, labor and equipment required to complete all work required by the Plans and Specifications to effect a complete job. All work shall be in compliance with the Department of Environmental Protection and U.S. Army Corps of Engineers permit requirements contained in Appendix A and B (Note: In-water work is restricted to the period between July 15 and September 30, 2023) This project is being funded in part by: Small Harbor Improvement Program (SHIP) funds reimbursable through the Maine Department of Transportation Local Project Administration Program and a grant from the Boating Facilities Program, Bureau of Parks & Lands, Department of Agriculture, Conservation & Forestry. This contract is subject to all applicable State laws, policies and procedures. The scope of work for this phase is detailed on the Bid Form and is generally described as follows: 1. Gravel access road (1,265 linear feet). 2. Gravel parking areas along access road. 3. Paved boat launch area and parking areas (Station 20+80 to Station 23+03). 4. Hand carry boat launch (12' wide) including a concrete abutment, and riprap. 5. Storm drain system. 6. Conduits, pull boxes, and transformer pad for future use by others. 7. Site amenities including granite retaining wall and dry hydrant. Specific items of work are included, but are not limited to: 1. Installation of erosion control measures. A silt barrier shall be installed along the downgradient perimeter of all disturbed areas. The installation of a turbidity curtain will be required during work on the launch ramp. 2. Common excavation, gravel, hot mix asphalt paving, storm drainage, electrical conduits, transformer pad, pull boxes, and dry hydrant. 3. Ledge removal is not anticipated. There is not a pay item for ledge removal; however, ledge is not considered an incidental item. If ledge is encountered, it will be addressed at that time. 4. Removal of boulders smaller than 10 cu. yd. will be an incidental item. Boulders shall be moved out of the work area or removed from the site. Any boulders within the water shall be relocated from the work area, but not removed from the water. 5. Site preparation for access road, parking areas and boat launch. 6. The construction of a 12-foot wide launch ramp built of precast concrete planks over crushed stone base materials, held in-place by geotextiles, precast concrete curb, and riprap. A concrete abutment is to be installed to connect floats supplied by others. 7. Curbing on the ramp shall be standard precast concrete street curb. 8. All granular materials/aggregates and hot mix asphalt pavement shall conform to MaineDOT Standard Specifications, (latest revision) unless otherwise noted on the construction drawings. The placement and compaction shall be in accordance with these specifications. 9. Woven geotextile shall be installed over subgrade wherever unsuitable material is encountered or where shown on plans. Geotextile shall be Mirafi 600x or approved equal. 10. It is the Contractor's responsibility to control dust within the project area. 11. Three accessible parking signs shall be installed as shown on the plans. The white accessible parking symbols shall be painted on the pavement with a blue background as shown on the plans. 12. Apply loam, seed, and mulch to all disturbed areas around the paved boat launch area only. 13. Incidental work will include, but not be limited to: a) Barricades to restrict use of the ramp during periods when work is not taking place. b) Providing all items necessary to result in a complete and functioning project, even if not specified. Materials not specified, but necessary, shall be of the Contractor's choice for no additional cost to the Owner.
