Site work for a water / sewer project in East Orange, New Jersey. Completed plans call for site work for a water / sewer project.

The East Orange Water Commission (EOWC) is seeking proposals for the Block 650, Lot 32 Detention Basin & Storm Sewer Project. The work includes the furnishing of all labor, material and equipment necessary or required to complete all work set forth in these Specifications. Plans, Specifications and forms of bid for the proposed work prepared by Pennoni Associates which will include the installation of two detention basins on either side of the sanitary line within Block 650, Lot 32 in the City of East Orange, NJ. NOTICE: is hereby given that Detailed Bid proposal packets are on file at Pennoni Associates Office, between the hours of 8:00 am 4:30 pm., Monday through Friday. Check or Surety Company Bid Bond shall be made payable to the East Orange Water Commission. The Bid Proposal Form shall also be accompanied by the following properly executed: Non-Collusion Affidavit; Affirmative Action Evidence; Statement of Ownership; NJ Business Registration Certificate; Disclosure of Investment Activities in Iran; Acknowledgement of Receipt of Change to Bidder Document; Public Works Contractor Registration Certificate; Statement of Bidders Qualifications; Qualification Affidavit; Acknowledgement and Statement of Organization; Certification of Bidder's Status. Debarred Contractors; Insurance Requirements; Construction Experience Record; Subcontractor Utilization Certification & Bid Document Submission Checklist. Proposal is to be enclosed in a sealed envelope and distinctly show the name of the Bidder and the project. In accordance with N.J.S.A. 40:11-24(b), if for any reason, the contract is not awarded, refunds of the bidding fee will be returned to bidders when the contract documents are returned in reasonable condition within 90 days of notice that the contract has not been awarded. All bid security, except for the security of the three (3) apparent lowest responsible bidders, shall be returned, unless otherwise requested by the bidder, within 10 days after the opening of the bids as per L.P.C. 40A:11-23. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of 60 days in accordance with L.P.C. 40A:11-24. The Owner and Bidder may agree to hold bids for consideration for a longer period, in accordance with the Local Public Contract Law, N.J.S.A. 40A:11-1, et. seq. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder as per L.P.C. 40A:11-6.1. Surety bonds must be written by a surety company listed on the Federal Treasury List (Department Circular 570) according to N.J.A.C. 7:22-3.17(g), 4:17 (g). All bids must be presented in quadruplicate on the Proposal Forms provided and bids not on the Proposal Forms so provided may be rejected. Appropriately checked literature must accompany each copy of the Proposal Form. Additionally bidders are asked to provide digital copies of their bid on the day of the bid opening via a USB device or drobox link which will be provided to East Orange Water Commission and Pennoni Associates. Bidders are required to comply with N.J.S.A. 34-11 56.25 regulating wages on Public Works, with the Equal Employment Opportunity Act, Requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 Affirmative Action and with the requirements of N.J.S.A. 52:25-24.2 regarding the submission of a list of all Stockholders or Partners owning more than 10% stock or interest in their Corporation or Partnership. Bidders on this contract will be required to pay the prevailing wage rates for the locality in which the project is to be performed. The prevailing wage rate shall be determined by the Secretary of Labor in accordance with the Davis/Bacon Act, as amended, or the New Jersey Prevailing Wage Law of 1963, Chapter 150 (N.J.S.A. 34:11 - 56.25 et. seq.), whichever rates are higher. (N.J.A.C. 7:22-3.17(a)25.) The Contractor shall pay the minimum rates determined by the United States Secretary of Labor and the New Jersey Department of Labor. If the minimum wage rate prescribed for any craft by the United States Secretary of Labor is not the same as the minimum wage rate prescribed for that craft by the New Jersey Department of Labor, the higher rate shall be the rate paid. For environmental infrastructure facilities, the recipient shall pay not less than the prevailing wage rate to workers employed in the performance of any contract for the project, in accordance with the rate determined by the Commissioner of the New Jersey Department of Labor pursuant to N.J.S.A. 34:11- 56.25 et seq. In the event it is found that any employee of the Contractor or any subcontractor covered by the contract, has been paid a rate of wages less than the minimum wage required to be paid by the contract, the Owner may terminate the Contractor's or subcontractor's right to proceed with the work, or such part of the work, as to which there has been a failure to pay required wages and to prosecute the work to completion or otherwise. The Contractor and his sureties shall be liable to the local government for any excess costs occasioned thereby. The East Orange Water Commission reserves the right to reject any or all bids due to any defects or for not adhering to the Specifications or for any reason or to waive informalities and accept any bid that in its judgment will be in the best interest of the Commission. The Commission reserves the right to sever and make awards of all or parts of any bids to one or more bidders.
