**As of July 11, 2022, project was awarded to Meco Constructors, Inc awarded amount is $948,983.33** Proposals will be considered for award by Middletown Township Council at their meeting to be held at 7:00 P.M. on June 27, 2022 for: SUNNY BRAE BASIN REHABILITATION This project is the reconstruction of a stormwater facility formerly utilized as a detention basin, to re-establish water quality and stormwater detention capabilities. Work includes but is not limited to survey stake-out, removal of large existing trees and vegetation, removal and replacement of deteriorated storm sewer pipe and structures, establishment of temporary equipment and material staging areas, installation of temporary construction fence, installation of temporary and permanent storm sewer bypass piping, installation of temporary dewatering pits, pumps and coffer dams, removal and disposal of existing basin berm material, import and installation of new basin berm cutoff trench and clay core, bulk earthwork, soil compaction testing, installation of erosion and sedimentation controls, installation of basin outfall control structure and outfall pipe, installation of modified concrete endwalls, installation of basin forebay, drainage swales, 8-inch underdrain, and wetland channel and pockets, installation of wet-tolerant seed and landscape plantings, finish grading, seeding and stabilization, replacement of stockade and shadow box fence, installation of post and rail fence with wire mesh and access gates and preparation of survey as-built plan of completed work. A portion of the project area is private property; therefore, all pre-bid inspections of the project site must be coordinated through the Township Engineer, Eric J. Janetka, P.E., at Kelly Engineers & Surveyors, phone 610-358-9363, x-215. Sealed bids must be submitted online and must be accompanied by a Non-collusion Affidavit, Statement of Bidder Qualifications form, Proposal Form and a Certified, Bank Cashier or Treasurer Check or Bid Bond with Corporate Surety satisfactory to the Township in an amount not less than ten percent (l0%) of the total bid price, payable to the Township. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to insurance requirements, workmens compensation requirements, various equal opportunity provisions, and the requirement for a Payment Bond and Performance Bond for 100% of the Contract Price, with a corporate surety approved by the Township. Insurance coverage in accordance with the Contract Specifications must be maintained by the bidder during the entire construction period and maintenance period This contract is subject to Pennsylvania Prevailing Wage Act 442 and that the successful bidder shall pay no less than the State wage rates determined for the project area as set forth in the Contract Documents. The Contractor who has been successfully awarded the contract shall complete work within one-hundred and twenty (120) calendar days from the Notice to Proceed. A special condition of this project shall be that final grading, seeding, and temporary stabilizations measures required as part of this project must be substantially complete within ninety (90) calendar days of Notice to Proceed. No bidder may withdraw his/her bid within one-hundred and twenty (120) calendar days after the actual date of opening thereof, except that, requests for withdrawal of bids after bid opening due to clerical and unintentional substantial arithmetical error or unintentional omission of required work elements shall be made in accordance with Commonwealth of Pennsylvania Act No. 4 of 1974, 73 P.
