FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2022-06 and are available in full text through Internet access at https://www.acquisition.gov. See Attachment 01 for specifications. A site visit is scheduled for 06/15/2022 at 1000 CD. To submit a quote, see Section L - Instructions to Offerors. All quotes must be submitted by email to cecilia_mitchell@nps.gov. Direct all questions regarding this RFQ to cecilia_mitchell@nps.gov by 1400 CD on 06/24/2022 PERIOD OF PERFORMANCE (Reference 52.211-10) Notice to Proceed will only be issued upon receipt of acceptable bonding and insurance. All onsite work is estimated to be performed: September 5, 2022 - December 5, 2022 Work consists of: The project will consist of refurbishing the bathrooms to make them accessible. As the footprint (SF) of each bathroom will not change, work requiring floor or wall demolition is not expected. Much of the bathroom refurbishment will be fixture replacement and upgrades. While each bathroom is not identical, the work processes will closely align for each bathroom. The major difference is the men's room has two toilets and a urinal; the ladies room has a third toilet in lieu of a urinal. All fixtures and installations will meet ABA requirements as much as possible. The Memorial Visitor Center (VC) will remain open during the refurbishment, alternate bathroom facilities will be available. The Contractor should refer to Divisions 10, 22, and 26 for specific information detailed below. The Contractor will verify dimensions and quantities before beginning any work to include ordering materials. Potential contractors are highly encouraged to perform a site visit before engaging in the bidding process. 1. Both (2) bathroom doors will be removed. Each door opening will be widened to accept a 36" wide door. New metal doors to be installed to ABA Standards, repair openings to match existing finishes. 2. Each bathroom entry door will have ABA approved interior and exterior push button activated entry systems installed. 4 total plates to be installed. The 2 bathroom doors will have stationary handles and kick plates (4 total each). 3. Motion activated lighting systems will be installed in each bathroom. Approx. 2 light fixtures per bathroom (4 total). 2 wall mounted lights and 2 12" round recessed light fixtures total. Both fixtures should be wired for replaceable LED light bulbs. 4. Timer activated fan venting systems will be replaced. 1 fan per bathroom (2 total). Fan lighting not required. Use existing locations. 5. The 2 bathrooms will have single counter, double bowl sinks installed. A "corian" type material is desired, sinks and counter molded as one unit. The 4 faucets will be motion activated and new supply lines (8 - flex metal) and traps (4 - metal, chrome) installed. Two hand soap dispensers per sink will be included in the handwashing stations (4 total hand soap dispensers). 6. All exposed under-sink piping (supply lines and traps) will be replaced. New piping will have "soft-covered" ABA approved protection devices installed. (8 supply lines, 4 traps total) 7. The 2 mirrors will be upgraded (changed) to a stainless steel, canted ABA approved style. No counter required. 8. The 2 wall mounted trash dispensers will be removed, and the wall tile repaired. 2 self-standing metal trash containers with swing lids to be supplied by contractor. COR will specify can heights and style, contractor to quote for 33 gallon bags. 9. One toilet in each bathroom will be removed to facilitate an accessible stall in each bathroom. Total of 2 toilets to be removed and drains sealed. The drains will be sealed using a pipe plug and covered with concrete. Sealant will be applied over the concrete plug. Tile replacement is not necessary. 10. All toilet stalls (doors and walls) will be replaced (2 stall sets total) with Phenolic Core bathroom stall sets. Floor and wall tile penetrations will be repaired. New stalls will meet ABA accessibility requirements. Install grab bars (minimum 4 total) and coat hooks (3). Contractor to verify dimensions before beginning work. 11. New ABA approved floor mounted, elongated bowl toilets and seats will be installed. 3 each total. Contractor will install new supply lines and drain material (wax rings, bolts, caps, etc.). Toilet seats will be commercial grade plastic with metal hardware. 12. ABA approved opening handles and locks will be installed in the accessible stalls. 3 stalls with door openings total. Handles and locks to be metal chromed. 13. New Diaper Changing Stations will be installed in each accessible stall. (2 total). Must be ABA compliant with belts and cleanable. 14. New identification signs will be installed for each bathroom. 2 total, ABA compliant. 15. Replace old water heater and replace with 1 new "instant heat" water heater system. The existing instant hot system will removed, and in the same location the new WH will be installed in the custodial closet located in-between the bathrooms. The water heating system will supply both bathrooms and the custodial closet sink. Use existing plumbing and electrical wiring. Contractor to verify size and dimensions before beginning work. 16. Non-tiled (paintable) surfaces such as the ceilings and walls will be repainted with washable acrylic based paint. The park will designate the finish and color(s). Approximately 500 SF. The tile floor (approx. 400 SF) will be resealed with acrylic ceramic tile sealer after all fixture installation and wall/ceiling work is completed. Match two entry door installations to current and final finishes. 17.
