All bids shall be made and presented only on the forms presented by the District. Bids shall be received out front of the District Office by the Board Room at 33122 Valle Rd., San Juan Capistrano, California 92675 at the above stated time and place. Any bids received after the time specified above or after any extensions due to material changes shall be returned unopened. District's records will be presumptive evidence of receipt. No bidder may withdraw any bid for a period of 60 (sixty) calendar days after the date set for the opening of bids. Bids shall be received in the place identified above, and shall be opened publicly at the above-stated time and place. Due to the COVID-19 pandemic, bids will be received out front of the main building while practicing 6' social distancing separation. All requests for information and/or clarification regarding the Bid documents shall be submitted in writing via e-mail to Thomas Connolly, Buyer/Planner, Purchasing, tjconnolly@capousd.org. All requests must be submitted no later than Wednesday, June 15, 2022, 3:00PM PST. Any request made after such date shall not be responded to. Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the Contract Documents. The Contractor's California State License number shall be clearly stated on the bidder's proposal. Each bid shall be accompanied by a Bid Security in the amount of ONE HUNDRED DOLLARS ($100.00), payable to DISTRICT as a guarantee that the bidder, if its proposal is accepted, shall promptly execute the Agreement form, furnish separate and satisfactory Faithful Performance Bond and Payment Bond in the amount of EIGHTY THOUSAND ($80,000.00) per awarded category, and furnish certificates evidencing that the required insurance is in effect in the amounts set forth in the general conditions. In the event of failure to enter the contract and execute the required documents, such bid security shall be forfeited. Each bid must conform with and be responsive to the bid documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. The contract will be awarded to the lowest responsive, responsible bidder meeting specifications and will be determined by utilizing job scenarios of historical District projects.
