Waste material handling and recycling systems The Village of Chevy Chase Section 3 is a residential community bounded on the west by Connecticut Avenue, on the east by Brookville Road, on the north by Taylor Street and the no outlet streets and on the South by Bradley Lane. There are 282 homes, and a church. In addition, there are 15 large public trash cans, which must be emptied once a week on Tuesdays. The contract will begin on July 1, 2022 and would end on June 30, 2025 to coincide with our fiscal year, with the option of two additional years if a price can be agreed to in advance. The contract includes collection services for the above described services. Our residents expect the following: once a week curbside pick-up for yard waste recycling (Mondays year round), co-mingled bottles and cans, paper (separately)(Wednesdays) and the once-a-month (the first Wednesday of the month) bulk trash pick up curbside and rear yard pick-up twice a week (Tuesdays and Fridays) for household trash only. On Tuesdays, public trash cans. On heavy snow days, we instruct our residents to put household trash curbside but otherwise, they are accustomed to rear yard pick-up. Not all our residents are able to move household trash to the front yards on snow days. We understand that if the County Transfer Station is closed, no pick up will be made. A fixed price contract to provide the following contract services: 1. Backyard collection of household trash on Tuesdays and Fridays. Collections to be made between 7:00 a.m. and 4:00 p.m. Collection of public trash cans on Tuesdays. Collections should be made in the morning as much as possible so that collection time is the same on a regular basis. 2. Curbside collection of yard waste to be delivered to a recycling facility run by Montgomery County on Mondays. With the exception of heavy snow days, this service is offered to our residents year-round, however the amount of yard waste in the coldest months is minimal. 3. Curbside collection of recyclable glass and plastic bottles and containers, aluminum, bi-metal and steel cans, high density polyethylene and other synthetic containers accepted by Montgomery County's recycling center. Collections will be made on Wednesdays. In the event that the contractor chooses to deliver recyclables to a single stream facility, Section 3 residents would adapt but no additional fees will be paid to the contractor. 4. Curbside collection of recyclable mixed paper to be delivered either to an approved County recycling center or other recycling center designated by the Village Council. Collections to be made on Wednesdays. Again, the community is not averse to single stream facilities but will not pay additional for those services. 5. Curbside monthly pick-up of bulk trash on the first Wednesday of every month except February. The January pick-up is restricted to Christmas trees which are collected at a mutually agreed-upon date near the first Wednesday but not necessarily limited to that date and brought to a County recycling center. 6. Annual distribution in the early fall (October) of leaf bags to each resident requesting bags. The leaf bags are purchased by the Village and shipped to the contractor for timely distribution of 25 bags per household and a notice regarding usage prepared by the Village for each resident. A list of households for distribution is supplied by the Village Manager and a distribution date is mutually agreed upon with the contractor. The Contractor is required to receive delivery of the leaf bags and store them until the agreed upon distribution date. 7. Trash collections will not be made if the following holidays fall on regular collections days: Memorial Day, Labor Day, Thanksgiving, Christmas, New Year's Day, Martin Luther King's Birthday and Independence Day. The only other acceptable exception for failure to make trash collection pickups is if Montgomery County's Solid Waste Division suspends contracted area collection due to inclement weather or other emergencies. Refuse missed due to the closing of the County's Solid Waste Division or any of the above-mentioned holidays will be removed on the next scheduled collection day. Misses due to contractor error must be picked up the next business day. A consistent number of misses on good weather days will result in the termination of the Contract (See General Conditions) The Village reserves the right to reject any and all bids.
