**As of August 5, 2022, project was awarded toPaving Plus, LCC, awarded amount is $231,262.30** sealed bids will be received by the Borough of Bellmawr for the FY 2022 NJDOT Trust Fund Reconstruction of Devenney Drive project in the Borough of Bellmawr, Camden County, New Jersey. PAYMENT MUST BE RECEIVED PRIOR TO OBTAINING SAID SPECIFICATIONS, EITHER BY MAIL OR IN PERSON. NO BIDS ARE TO BE DROPPED OFF AT THE ENGINEER'S OFFICE. The Borough of Bellmawr reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Borough of Bellmawr. Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Borough of Bellmawr in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Borough of Bellmawr in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. (P.L. 1975, C. 127) and N.J.A.C. 17:27 (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act) and 42 U.S.C. 12101, et. seq. (Americans with Disabilities Act of 1990). The contractor is further notified that he must comply with P.L. 1977, C. 33, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with P.L. 1999, C. 238 Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Sealed bids for this project are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.5 et. seq. This contract is subject to the provisions of the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et. seq. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of the Borough of Bellmawr, is the lowest responsible bidder and to waive such informalities as may be permitted by law. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey "Pay-To-Play" Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Business entities are responsible for determining if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532. The project involves the resurfacing of portions of Devenney Drive and Union Avenue within the Borough of Bellmawr. BASE BID: UNION AVENUE STA 10+49.23 TO STA 12+80.00; DEVENNEY DRIVE STA 20+49.75 TO STA 32+00.00 Union Avenue and portions of Devenney Drive will be resurfaced by means of mill and overlay of the existing roadway as indicated on project plans. The expanse of the roadway will be milled to a depth of two inches (2"). After milling, areas of the roadway exhibiting signs of failure will require hot mix asphalt pavement repair which will be field located by the Engineer. The roadway will then receive a two inch (2") hot mix asphalt 9.5M64 surface course overlay. Additional portions of Devenney Drive will be resurfaced by means of profile mill and overly. The roadway will be profile milled to a depth of zero inches (0") to two inches (2") deep. After milling, areas of the roadway exhibiting signs of failure will require hot mix asphalt pavement repair which will be field located by the Engineer. Hot mix asphalt keyways will be installed at several locations in order to tie into existing pavement grades. Intersections and cross streets that extend beyond the limit of profile milling will be milled two inches (2") deep. The roadway will then receive a two inch (2") hot mix asphalt 9.5M64 surface course overlay. Reinforced concrete swales will be installed at the intersections of Devenney Drive and both Warren Avenue and Princeton Avenue. In addition to the resurfacing of the existing roadways, there will be partial replacement of driveway aprons and curb. Manholes will be reset as required to accommodate grade changes. Inlets within the project scope will be reset to accommodate grade changes and will receive bicycle safe grates and eco-friendly castings as applicable. Traffic striping and symbols will be installed as indicated on project plans. Topsoil, fertilizer and seed will be placed at all disturbed areas.
