Site work and paving for a mixed-use development in Madison, South Dakota. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Utility and surfacing replacement on NW 9th Street from Highland Avenue to a point approximately 500 feet west of Egan Avenue and on that portion of N Union Avenue situated north of NW 9th Street. Significant components of the improvements include the following items and approximate quantities: 16,000 square yards of asphalt pavement removal; 3,200 linear feet of water main sized 6 to 12 diameter; 272 feet of directional drilling of 12 diameter water main; 23 water services; 3,200 linear feet of storm sewer sized 12 to 30 diameter; 1,800 linear feet of sanitary sewer sized 6 to 10 diameter; 20,000 square yards of geotextile fabric; 12,000 tons of granular materials; 7,400 linear feet of concrete curb and gutter; 3,660 tons of asphalt concrete surfacing; 10,000 square feet of concrete sidewalk; 8,000 linear feet of pavement markings; erosion control; miscellaneous electrical; 31 signs and 95 square feet of permanent signing; and other appurtenant items. This project will be subject to the rules and requirements set forth in the State Revolving Fund (SRF) with Davis-Bacon & American Iron and Steel Provisions. Davis Bacon and Related Acts wages and American Iron and Steel Provisions apply to this project. All provisions relative to those acts must be met. Bidders on this work will be required to comply with Title 40 CFR Part 33 and Executive Order 12138 Participation by Disadvantaged Business Enterprises (DBE) in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Womens Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. Bids provided without MBE or WBE documentation will not be accepted. The goal for MBE is 1% of the total dollar value of the project. The goal for WBE is 4% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must acknowledge the MBE/WBE subcontractor solicitation information in the bid package. Bidders on this work will be required to comply with the Presidents Executive Order No. 11246, as amended, 11518 and 11625. The requirements for bidders and contractors under this order are explained in the specifications. Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications. The low responsive bidder will be required to certify to compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal. Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. Claims from suppliers that the American Iron and Steel provision does not apply to certain products based on the International Trade Agreement exemptions of the Consolidated Appropriations Act of 2014 will not be accepted. In 2018 Public Law 115-232 was passed which prohibits certain telecommunications and video surveillance services or equipment provided by specific companies. Effective August 13, 2020 these requirements became effective for all State Revolving Fund funded projects and applies to both projects previously bid and projects yet to bid. INSTRUCTIONS TO BIDDERS Bids must be accompanied by a certified check, cashiers check or bank draft payable to the City of Madison in a sum equal to five percent (5%) of the total bid and drawn on a state or national bank or by a bid bond in a sum equal to ten percent (10%) of the total bid issued by a surety authorized to do business in the State of South Dakota and made payable to the City of Madison. The check or bond will be retained by the owner as liquidated damages if the successful bidder refuses or fails to enter into a contract in accordance with the bid when notified of the award. Bid Envelopes must be clearly marked Bid No. 913 NW 9th Street/Union Avenue Reconstruction 2022-1. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Davis-Bacon wage rates will apply to this project in its entirety. Based on the Build America, Buy America provisions of the Infrastructure Investment and Jobs Act (IIJA) and E.O. 14005 which provide that, as appropriate and to the extent consistent with law, a preference will be provided to Contractors for the purchase, acquisition, or use of goods, products, or materials produced in the United States (including but not limited to non-iron and steel metals, lumber, cement, and other manufactured products.) For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders included in the Bidding Documents. The City of Madison reserves the right to reject any and all bids in part or total, to waive any irregularities and to add or deduct from the proposed work.
