Solicited bids are for the purchase of the following: 30,000 Ton Contractor Furnished Gravel Surfacing Specified in the Hoven, South Dakota area. Each bid must be accompanied by a check, certified or issued by either a state or a national bank and payable to Walworth County Treasurer. In lieu of a check, a bid may contain a bid bond for ten percent of the amount of the bid. Such bond shall be issued by a surety authorized to do business in this state payable to the Walworth County Treasurer, as a guaranty that the bidder will enter into a contract with Walworth County, its board or officers thereof, in accordance with terms of the letting and bid in case the bidder be awarded the contract. Bids shall be submitted in a sealed envelope with the name and address of the bidder clearly identified on the envelope. Bids shall be submitted on a bid form supplied by the Walworth County Highway Department. Bid forms may be obtained from the Walworth County Highway Superintendent. Bids submitted on forms other than those supplied by the Walworth County Highway Department will be deemed irregular and will not be considered. All bids shall be marked on the outside of the envelope with the bid item description. Please furnish seven copies of your bid. Bids received late will be rejected and returned to the bidder unopened. Bids submitted by fax or electronic media will not be accepted. A contract may be awarded to the firm offering the most advantageous proposition to Walworth County. The Board of Walworth County Commissioners reserve the right to accept or reject any or all bids and wave any defect or informality if it is deemed to be in the best interest of Walworth County. By virtue of statutory authority, a resident bidder is allowed a preference as against the bid of any bidder from any other state enforcing or having preference for resident bidders, equal to such preference. Minority business enterprises will be afforded full opportunity to submit bids in response to this invitation to bidders and will not be discriminated against on the basis of race, color, or national origin in consideration of an award.
