2022 2024 CHIP SEAL AND SLURRY SEAL UNIT PRICED CONTRACT City of Bremerton, Washington DESCRIPTION OF WORK: This Contract provides for the preservation of select City of Bremerton (City) streets. The work includes, but is not limited to, temporary traffic control, street cleaning, removing pavement markings, pavement repair, crack sealing, chip seal, slurry seal, fog seal, micro-surfacing, and pavement markings all in accordance with the Contract Plans, these Contract Provisions, and the Standard Specifications. UNIT PRICED CONTRACT: The work will be completed as a 3-year unit priced contract as allowed by RCW 35.22.620. Contractors should read all language in the Contract Documents including the Special Provisions carefully. The City may exercise the option of extending the unit priced contract for 1 additional year. Work will be authorized annually using a Work Order form. Estimated annual quantities for each category of work are included in the Bid Schedule. Refer to notes on the Proposal Form for information on bid evaluation procedures and annual adjustment of the unit prices. COMPLETION OF WORK: The WORK must be completed within the number of working days established under each assigned Work Order. It is anticipated that the CONTRACTOR shall be allowed 45 working days to complete each Work Order following the commencement date stated in the Work Order. No work shall occur until the commencement date stated in the Notice to Proceed. Engineer's Estimate for this project is $400,000 to $450,000 for Work Order 1 (2022) and approximately $650,000 per Work Order for subsequent Work Orders over the Contract term. PREVIEWING CONTRACT DOCUMENTS: Contract Documents may be previewed on printer ARC (formerly Reprographics Northwest) internet site before ordering (Go to ww.repronw.com, click on Public Planroom, and select project). PURCHASING CONTRACT DOCUMENTS: The Contract Documents may be ordered from ARC. Payment is typically cost of reproduction (non-refundable). Will-call option is available at ARC Tacoma, Seattle, or Bellevue offices. Subcontractors and those needing additional sets or partial sets may be purchased at cost of reproduction (non-refundable) from ARC. Bid sets can be mailed upon request and after receipt of reproduction costs and a non-refundable shipping and handling fee. Bid documents will be available beginning June 9, 2022. PROPOSALS: All bid proposals must be made on the blank forms furnished in the Contract Documents. Sealed envelopes containing bids shall be entitled: 2022 - 2024 Chip Seal and Slurry Seal Unit Priced Contract. PROPOSAL BOND: Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the Total Bid Price shown in the Bid Schedule. The failure to furnish a bid deposit of a minimum of 5 percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency. CONTRACT BOND: The successful bidder will also be required to provide a Performance Bond for 100 percent of the Total Bid Price shown in the Bid Schedule. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of seventy-five (75) calendar days from the date of bid opening. WAGE RATES: The attention of Bidders is directed to the requirements and conditions of employment to be observed and the minimum wage rates to be paid under the Contract. Prevailing wages for each Work Order must be the prevailing wage rates in effect at the beginning date for each Contract Year. See Special Provisions Section 1-01.3 Definitions for a description of beginning and ending dates for Contract Years 1 through 3. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.
