This RFP is for Garbage and Recycling Services (including cart operations, currently 1187 carts) for Residential/Commercial Units and Municipal Facilities and collection of yar/green and bulk waste. The Contractor will provide all labor, equipment, and materials to perform a weekly solid waste collection, and disposal service, and removal of recyclable items to a recycling facility, from residential/commercial units (including cart operations) and municipal facilities. Green/yard and bulk waste shall be collected weekly. The Contractor is responsible for ensuring that its equipment is always operational. Minimal allowance will be granted for minor repairs or maintenance to Contractor equipment. Trucks or crews shall ensureno waste, oil, or liquids shall fall onto the roadway. In the event of an unforeseen accident the Contractor shall be responsible to clean the roadway of contaminant. The services covered by this RFP are for the Collection, Transportation and Disposal of Residential and Commercial Solid Waste, including Green Waste, and separated Recyclable Materials from Residential Units and Commercial Units, in the corporate limits of the Town, in the quantities and at the frequencies specified in the Contract. The Contractor may offer additional commercial services to Commercial Units in the corporate limits at reasonable rates All Residential and Commercial Solid Waste collected by Contractor shall be transported for disposal to a proper disposal land fill as designated by Contractor. The charge for Disposal shall be included in the rate set forth in the Proposal for each Residential and Commercial Unit collected by Contractor. Contractor shall bear all Disposal costs. All Recyclable Materials collected by Contractor shall be transported to a Recycling Foundation facility The work done under this Contract shall consist of all the supervision, materials, equipment, labor,and all items necessary to complete said work in accordance with the Contract and this RFP. Contractor shall collect Residential and Commercial Solid Waste placed at the curbside The successful Propose shall be required to provide a performance(surety )bond in the amount of Five-Hundred Thousand dollars ($500,000) to insure the successful performance under the terms and conditions of the contract negotiated between the successful Proposer and the Town. Any performance bond furnished shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M.Best's Key Rating Guide to write individual bonds up to 10 percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide or by an insurance company that is either domiciled in Louisiana or owned by Louisiana residents and is licensed to write surety bonds. N osurety or insurance company shall write a performance bond which is in excess of the amount indicated as approved by the U.S.Department of the Treasury Financial Management Service list or by a Louisiana domiciled insurance company with an A-rating by A.M. Best up to a limit of 10 percent of policy holders' surplus as shown by A.M.Best; companies authorized by this Paragraph who are not on the treasury list shall not write a performance bond when the penalty exceeds 15 percent of its capital and surplus, such capital and surplus being the amount by which the company's assets exceed its liabilities as reflected by the most recent financial statements filed by the company with the Department of Insurance The successful Proposer may be required to provide a payment (surety) bond equal to 100% of contract price (including amendments) to insure the payment of subcontract sand other liabilities incurred by the Contractor during the performance of the work under the contract negotiated between the successful Proposer and the Town. The payment bond is to be provided with in 10(ten) working days from request. Failure to provide within the time specified may cause the Proposer's offer to be rejected.In addition, any payment bond furnished shall be written by a surety or insurance company that is currently licensed to do business in the state of Louisiana In addition, any performance bond furnished shall be written by a surety or insurance company that is currently licensed to do business in the State of Louisiana Proposal shall include a definition of any excluded waste and specific requirements necessary for the collection of bulky waste, sub-category "white goods." The Contractor must take all necessary affirmative steps to assure that minority business, women's business enterprises, and labor surplus area firms (DBE WOLS) are used when possible. The Town reserves the right to revise this schedule.Any such revision will be formalized by the issuance of an addendum to the RFP.
