PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT"), an agency of the Commonwealth of Virginia, is soliciting bids from qualified firms to provide on-call, as-needed roadway debris and dead animal removal service, and litter pick-up service at various locations on Interstate routes located in Washington, Smyth, Wythe, and Bland Counties of the Bristol District, in accordance with the specifications contained herein. This contract will be awarded in four (4) lots. Bidders may bid on one or more lots. If a Bidder is successful in being awarded multiple lots, they must provide necessary services and equipment as specified for each lot, simultaneously. Lot 1: I-381 and I-81 from Tennessee state line to mile marker 26.9 Lot 2: I-81 from mile marker 26.9 to mile marker 54 Lot 3: I-81 from mile marker 54 to mile marker 73; and I-77 from I-81 (mile marker 41) to East River Mountain Tunnel Lot 4: I-81 from mile marker 73 to mile marker 87.3; and I-77 from I-81 (mile marker 32) to Carroll County line (mile marker 24.2) PERIOD OF CONTRACT: The contract will be for a period of one year, with the start date determined at time of award. (Renewable.) QUESTIONS REGARDING THIS INVITATION FOR BID Any questions regarding this Invitation for Bids shall be addressed to Chelsa Taylor, chelsa.taylor@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of questions or other matters raised. Provide questions by close of business five (5) days prior to the bid due date SCOPE OF WORK: The Contractor shall provide equipment, labor, supervision, fuel, transportation (mobilization), tools, supplies, personal protective equipment (PPE), and incidentals as necessary for performing debris and dead animal removal and fence-to-fence litter pick-up services as described herein. The Contractor shall provide traffic control measures for each work location unless otherwise directed by the VDOT Contract Administrator. VDOT reserves the right to perform any type, or portion, of work within the limits of this operation. The Contractor shall work with VDOT and other Contractors as necessary. 1. DAILY DEBRIS/DEAD ANIMAL REMOVAL: The Contractor shall remove and dispose of animal carcasses, scrap materials, and/or litter and debris from the right-of-way, as directed by VDOT. The Contractor shall also provide removal and disposal of any illegal signs or structures found on the Interstate right-of-way, as directed by VDOT. These services will be paid hourly as shown on the pricing schedule. 2. FENCE-TO-FENCE REMOVAL: The Contractor shall remove and legally dispose of all litter and debris from limited access highways and right-of-ways. All litter and debris shall be removed from the roadway to the right-of-way fence. This area shall include, but is not limited to, medians, ramps, loops, infield areas, and slopes. The Contractor shall also remove all litter and debris accumulated at drop inlets and drainage grates. These services will be paid per acre as shown on the pricing schedule If you plan to participate in the Mandatory pre-bid teleconference you must provide the following information via email to chelsa.taylor@vdot.virginia.gov no later than 5:00 p.m., on the business day prior to the scheduled conference. Solicitation Number and Title Company Name and Address Representative Name, Phone Number, Email Address. At the start of the conference, the Contract Officer will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their names, company and contact information during the roll call. Participants who did not provide their information in advance will be requested to provide their name, company and contact information during the roll call. Bids will only be accepted from those Bidders who are represented and make their participation know to the Contract officer during the teleconference roll call.
