A bidder must submit one (1) original and two (2) duplicate copies of its bid in one sealed envelope clearly marked with the Project Name and Bidder contact information on the outside. Bids shall be valid for 60 days after the bid opening date. Should any bid be accepted, the certified check or bid bond of the successful bidder will be returned upon proper execution and securing of the contract. Checks or bid bonds of unsuccessful bidders will be returned after a Contract has been awarded and entered into or upon rejection of all bids. Small Business Enterprises (SBE's) are encouraged to participate on this project. The goal for SBE participation is 35% of total contract award for this project. Small businesses meeting the definition of "small business" as set forth by the Small Business Administration set forth in Title 13 of the Code of Federal Regulations, part 121 shall qualify as SBE's. A bidder/contractor will be deemed committed to the Department of Labor's goals and timetables for the Cleveland, Ohio areas as specified in the Notice of Requirements for Affirmative Action to ensure Equal Employment Opportunity Executive Order 11246 by submitting a properly signed bid. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin. The City reserves the right to accept or reject any or all bids and waive any non-conformities and irregularities contained therein.
