Bonneville County (OWNER) is requesting written Statements of Qualifications (SOQ) from licensed public works contractors who are interested in bidding on the 45th East Roadway Widening Project pursuant to Idaho Code 67-2805 "Procurement of Public Works Construction" Category B Competitive Bidding. The OWNER will prequalify prospective prime bidders for the construction project. The Project generally consists of widening approximately 3 miles of 45th East from 1st Street to 49th North, upgrading two existing roundabouts (1st Street and Lincoln Road), and constructing a new roundabout (Iona Road). To accommodate construction funding availability, this project may be divided into phases, as determined at the sole discretion of the owner. The roadway widening varies from increasing the existing 2 lanes to 5 lanes from 1st Street to Lincoln Road and to 3 lanes from Lincoln Road to 49th North. The project includes new curb, gutter, sidewalk, and a new storm drainage system along with other improvements to signing, striping, lighting, and other miscellaneous roadway features. The Request for SOQ consists of this Notice, Instructions for Prequalification of Bidders, and a Statement of Qualifications Form. Prospective bidders must submit a response in the format outlined. Any response may be withdrawn prior to the scheduled time below for the opening of the responses or authorized postponement thereof. All responses must be signed, and the prospective bidders shall be licensed in accordance with Idaho Code 54-1902. Upon receipt of SOQs, the OWNER will evaluate and determine which prospective bidders are qualified to bid. If the OWNER proceeds with bidding the project, all prequalified bidders deemed qualified by the OWNER will be invited to submit formal bids for the project in accordance with the Bidding Documents (currently underdevelopment). Bonneville County Public Works, in accordance with Title VI of the Civil Rights Act of 1964, 78 stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to the advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Any protest of determination of qualifications or bidding procedures will be handled in accordance with procedures delineated in Idaho Code 67-2805. Prospective bidders will be responsible for all costs (including site visits, if any) incurred in preparing or responding to this Request for Qualifications.
