Legal Notice Publication of Need for Professional Services 1. General: The Military Department, State of Mississippi, will contract for professional A&E services to design a 10 Mega Watt Generation Plant and Feeder Level Microgrid System at Camp Shelby, Mississippi. These two projects must be designed concurrently so that both projects can be implemented properly. Project designs are funded to 35% with additional funding coming later. A detailed description of the projects are contained in paragraph 4 of this publication. Project Names: ERCIP (Energy Resilience & Conservation Investment Program) 10 MW Generation Plant and Feeder Level Microgrid System, project number 282301-93421 Location: Camp Shelby, Mississippi 2. Submission: Any professional desiring to provide service for this project should submit the following in the format indicated below: a: Letter of Interest (LOI): Written correspondence indicating your desire to provide the professional services required. Letter must include your firm's UEI (Unique Entity Identifier) from SAM.gov. As a minimum, the following should be included: (1) Provide the approximate mileage from the firm's primary office that will be responsible for the design of the project. (2) A statement indicating current workload and workload anticipated for the next 18 months. (3) Your experience with the design of this type facility. (4) List the amount of A&E fees received in the previous three (3) calendar years, to date, for all Federal/State work. Federal is further defined as any project that is Federally contracted. State is further defined as any project with a State contract, to include public/county/school contracts. Figures must be cross-referenced to projects listed in SF-330. (5) Recent design experience with National Guard/Federal Government facilities. (6) Provide specifics regarding the qualifications of professionals, in-house and/or consultant firms and personnel that are to be utilized to design this project including their experience with this type project. Include electrical engineers, architects, civil engineering, mechanical engineering, industrial engineering and environmental specialists. b: Additional Submissions Required: (1) The individual names and firms of the complete design team. This list must indicate the responsible person and the individual that will actually perform the design for each discipline of work. (2) A complete and current GSA Standard Form SF-330 indicating each member of the design team. Projects that provide specialized experience with this type facility or the National Guard should be highlighted. 3. Selection Criteria: The selection of a firm to provide professional services for this project will be based on the firm's qualifications and experience in the following categories/areas: 1. Distance between the firm's designing office to the project site. 2. Experience with this type of facility and available key personnel that will be required. 3. Past performance of work and experience related to this type of work. 4. Amount of Federal/State A&E Fees received during the last three (3) calendar years. 5. Specialized experience with firm's electrical, mechanical, architectural and environmental engineers in relation to this type of work. 6. The submittal follows the guidance listed below in "Other Requirements". 4. Project: a. 10 Mega Watt (MW) natural gas generation plant connected to the installation substation consisting of the following: Design a 10 Mega Watt (MW) natural gas generation plant connected to the installation's primary substation and install a micro-grid control system. The generation plant will provide power to substation feeders during an emergency scenario when the electric grid is compromised. The micro-grid control system will provide smart switching capabilities at the feeder level providing critical power to the entire installation. The generation asset is sized to meet the average peak load of the installation, 10 MW, with the average load being 8 MW for the installation. This project will support 100% of critical missions at Camp Shelby. Primary facilities include 10MW Reciprocating Internal Combustion Engines (RICE) generators, pumps and radiators, natural gas piping, switch gear and transformers. Fire protection and detection systems. Utility Connections (water, sewer electrical and gas) security lighting, paving, walkways, curbs, storm drainage, site clearing and grading, fencing, landscaping and signage. The micro-grid control system includes transfer switches, interface relays, micro-grid controllers and fiber optic communication connections. The project will be installed on a closed restricted network (CRN) requiring and Authority to Operate (ATO) in accordance with (IAW) Department of Defense (DoD) policies. System cybersecurity requirements will be designed IAW Unified Facilities Criteria (UFC) 4-010-06 "Cybersecurity for Facility Related Control Systems" or current DoD policy. 5. Other Requirements: Submittal shall be bound, indexed, not to exceed 50 pages front and back, and in the following format: LOI, SF 330, Design Team Organizational Chart, 3-5 relevant project examples and 3-5 letters of recommendation. 6. Delivery: All submissions must be received by the Mississippi Military Department, Facilities Management office NOT LATER THAN 10:00 A.M., July 8, 2022. FIVE COPIES OF SUBMISSIONS ARE REQUIRED.
