This project consists of installing approximately 1,000 LF of 36 combined sewer main, from intersection of North and N. 3rd St. to Dock and N. 3rd St. then South with a jack & bore under SR7, then down Stanton St. to another jack & bore under the Norfolk Southern Railroad and connecting to the existing 48 sanitary trunk line. CSO 6 will remain and a bypass will be installed to allow for overflows to use the new 36 coming from the existing CSO 6. Also, the existing 36 main on North St. from N. 3rd St. to existing overflow CSO 7 will be lined using 12 Certa-Lok pipe. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed no later than 180 Calendar days after construction commences or February 28, 2023. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor s Executive Order of 1972, and Governor s Executive Order 84-9 shall be required. Contractor shall also be required to complete and submit the Certification Regarding Debarment, Suspension, and Other Responsibility Matters. Bidders must comply with the Federal Davis-Bacon Prevailing Wage Rates for Jefferson County. This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Portions of the work shall be governed by ODOT and City of Columbus Specifications, latest editions. Domestic steel use requirements as specified in section 153.011 of the Ohio Revised Code apply to this project. Copies of section 153.011 of the Revised Code can be obtained from any of the offices of the department of administrative services. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof. The City of Steubenville reserves the right to waive any informalities or to reject any or all bids.
