SCOPE OF WORK: U.S. Coast Guard Base Galveston have a 500 and 4,000 gallon tank on-site that need to be inspected to determine if they're serviceable. The inspection will be conducted by a third party company and will meet NFPA 704 and API 653 inspection requirements. Conduct the necessary inspections to identify the condition of the tank and its serviceability. Such inspections will include: 1. All recommended inspection techniques as stated in the Convault Owners Manual (Enclosure 1) and the Convault Maintenance Checklist (Enclosure 2) 2. Drafting a report on the condition of the tank including any observed deterioration, the results of tests, and predictions of the expected remaining service life 3. Drafting a conditional assessment report on the repairs needed to the tank and associated piping to return tank to serviceability 4. Certification of the report by a Professional Engineer recognized by the State of Texas B. Submittals: All reports are to be delivered to U.S. Coast Guard Base Galveston and CEU Miami. CONTINUITY OF FACILITIES OPERATION: Schedule work to minimize interference with the facilities normal operations. Notify the COR 3 business days in advance of any shutdowns. Perform all on-site work between the hours of 7:30 AM and 4:00 PM, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the COR and the Engineer Petty Officer (EPO). NOTIFICATIONS: The Contractor shall notify the COR in writing (or email) five (5) business days in advance of the date they intend to commence work. RECYCLING AND DISPOSAL OF REFUSE: Refuse, excess or waste materials resulting from construction operations shall become the property of the Contractor and shall be recycled and/or disposed of off Government property. All disposals shall be done in accordance with federal, state, and local laws and regulations. SAFETY: During the execution of this contract, the Contractor shall conform to the rules and regulations as set forth by OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction and California Code of Regulations, Title 8, Div. 1, Ch 4, Subchapter 4 Construction Safety Orders, and EM 385-1. When the standards differ, the more restrictive standard shall apply. The contractor shall provide barriers, temporary fencing, trench covers, etc. wherever work could cause injury to workers, visitors, Coast Guard personnel, or dependents. SANITARY FACILITIES: Toilet facilities are available for use, but due to the COVID Pandemic, we require all contractors to wear face masks while entering and transiting the interior of buildings or when social distancing can't be maintained with other government or contractor personnel. Additionally, good personal hygiene is required and handwashing is required to prevent the potential spread, to include, but not limited of the COVID virus. CONTRACTING REQUIREMENTS: All contractors must be registered in SAM (System for Award Management) and have an active DUNS number. All bids submitted by contractor shall include break down of cost for labor, materials, transportation, Overhead/Profit, General and Administrative cost, etc...
