The project consists of furnishing all labor, materials, and equipment required for approximately 0.6 mile of road re-surfacing with a HMA leveling binder and a 2-inch HMA surface course, butt joints, and incidentals. The work is to be completed within the 2022 paving season.The work shall be completed in accordance with the specifications and included plans covering the work. BIDDERS MUST BE I.D.O.T. PRE-QUALIFIED. It shall be understood by the Contractor that the Village reserves the right to delete portions of this contract without any adjustment in price for remaining items of work. Bidders must secure their information as to the condition of the site and all local conditions affecting the work prior to submitting their proposals. Bidders are notified that the unit price bid must include everything as described in the specifications and shown on the drawings. No extra of any kind will be allowed unless ordered in writing by the Owners. The Construction Contract for this project is subject to "An act regulating wages of laborers, mechanics and other workers employed in any public works by the State, County, City or any public body or any political subdivision or by anyone under contract for public works", approved June 26, 1941, Illinois Revised Statutes, Chapter 48, Section 39s-1 et. seq., as amended. Federal Wage Rates and The Davis Bacon Act as amended (40 U.S.C. 276 a to 276 a (5); and 42 U.S.C. 3212 shall take precedence. This project is funded by HUD through the CDBG Program administered by the St. Clair County IGD. The awarded contractor is required to utilize Minority Business Enterprises (MBE) in the minimum amount of 15% of the total contract value. Any Bidder who fails to comply with submitting the requested IGD related forms with their bid shall have their bid considered incomplete. Any contractor submitting a bid must complete these forms and have the subcontractor and/or MBE complete their respective forms. The Owner, the Village of Caseyville, Illinois, reserves the right to waive any informalities in the bidding, or to reject any or all bids, or to accept any bid deemed to be in the best interest of the Village.
