See page 7, Statement of Work. Contracting Officer: Duwane B. Snyder Magnitude of Construction: IAW FAR 36.204 (e), the magnitude range of this project is between $500,000 & $1,000,000. NAICS: 238910 - Site Preparation Contractors. Service Code: N045 - Installation of Equipment - Plumbing, Heating, and Waste Disposal Equipment. Description: The contractor shall provide all labor, materials, and supervision to the site preparation - regulated medical waste system at each of the four locations. 1. General Information: Target Completion Date: NLT 180 days after issuance of Notice to Proceed by Contracting Officer. 1.1 The Department of Veterans Affairs, Network Contracting Office 8 is seeking pre installation construction services contract to prepare for the installation of new on-site treatment of regulated medical waste system, for Projects/Locations: 1.1.1 546-22-146 located at the Miami VA Medical Center (VAMC) at 1201 NW 16th Street - Miami, Florida 33125. 1.1.2 675-22-815 located at the Orlando VAMC at 13800 Veterans Way - Orlando, Florida 32827. 1.1.3 573-22-803 located at the Malcom Randall VAMC at 1601 SW Archer Road - Gainesville, Florida 32608. 1.1.4 516-22-121 located at the CW Bill Young VAMC at 10000 Bay Pines Boulevard - Bay Pines, Florida 33744. 1.2 This document contains basic information and minimal requirements for pre-construction services for the construction of a new on-site treatment of regulated medical waste system. This document is not to be used as a standard design and does not limit the construction team responsibilities to complete an accurate project that best meets the users' needs, applicable code requirements and the construction best practices. This document will provide VA reviewers and the construction team a clear understanding of the project intent and what is required at each stage of the project. 2. PROJECT SCOPE: 2.1 Detailed Project Description: The purpose of this project is to perform the necessary pre-work activities required for the installation of a new on-site treatment regulated medical waste systems. These new systems will serve the end users at their main medical campuses listed above. Each project shall prepare the needed site infrastructure required for the successful installation of a new San-I-Pack Auto Clave 342-3P Sterilizer at the site. The proposed equipment that will be purchased and installed by vendor for this project will be procured under a separate IDIQ award and is not part of this award. The contractor will be required to closely coordinate with the equipment manufacturer throughout performance. The scope under this award will include the construction to include the following project components: o Electrical: o 1. Electrical wiring and connection to available on-site panel o 2. Utility connections to the new San-I-Pak unit o 3. Core drilling. o Mechanical: o 1. Installation of domestic 1/2 " water line, o 2. Installation of 1" Steam line o 3. Insulation of water and steam lines o 4. Core drilling o 5. Water and Steam connection to new San-I-Pack unit o 6. Install new sanitary floor sink drain for condensate return. SITE VISIT (CONSTRUCTION) (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) Site visit locations, dates, and times: o Miami VA Medical Center - Miami FL: 08/15/2022 11:00 AM - Meet West Patio Entrance. o Orlando VA Medical Center - Orlando FL: 08/16/2022 11:00 AM - Meet at Main Entrance, by the piano. o Malcom Randall VA Medical Center - Gainesville FL: 08/17/2022 11:00 - Meet at Engineering Conf Rm EB59G-1. o CW Bill Young VA Medical Center - Bay Pines FL: 08/18/2022 11:00 - Meet at Main Entrance. MAGNITUDE OF CONSTRUCTION: Between $500,000.00 and $1,000.000.00. 2. Site Visits: Reference FAR 52.236.27 Site Visit (Construction) (FEB 1995) 3. Questions: Questions shall be submitted by the prime contractor, through email to the Point of Contact listed above. No questions by telephone will be accepted. The cutoff date/time for submission of questions is 2:00 PM ET, August 23, 2022. Question/emails should include "VA SOLICITATION NO. 36C248R0174; Site Preparation - Regulated Medical Waste System". 4. Prospective vendors shall provide their proposal via e-mail to stephen.mancuso@va.gov and duwane.snyder@va.gov in any of the following formats: .pdf, .docx, or .doc to the issuing office address identified above (8 Megabyte File Size Limitation). The Government will evaluate proposals submitted in response to this fair opportunity request. Offerors for furnishing construction services identified within the schedule shall be submitted electronically to stephen.mancuso@va.gov and duwane.snyder@va.gov no later than closing date and time specified on SF1442, block 13a or as amended on SF30. 5. SDVOSB Verification - The Government will review VetBiz (https://www.vip.vetbiz.gov/) to confirm SDVOSB status verification for the submitted proposal. Evaluations will be performed on proposals submitted by verified SDVOSBs only. Subsequent confirmation of SDVOSB verification status will be performed for the apparent awardee. 6. BONDS (Reference Contract Clause FAR 52.228-15 for further information on applicability): A payment and performance bond shall be provided. The penal sum shall be one hundred percent (100%) of order price. Bonds and other payment protection shall be provided within 10 calendar days of award of the Contract. Notice to proceed will not be issued until the Contractor provides sufficient bonding to cover the work being performed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
