Prospective bidders must be prequalified in accordance with SECTION 102.1 of the WVDOH Standard Specifications. Bid bonds may instead be submitted electronically via Bid Express. ANY BID THAT IS NOT ACCOMPANIED BY A BID BOND DELIVERED ELECTRONICALLY VIA BID EXPRESS OR A CASHIER'S CHECK, A CERTIFIED CHECK, OR A BID BOND DELIVERED AT THE PLACE DESIGNATED ABOVE ON OR BEFORE THE DAY AND HOUR NAMED WILL BE CONSIDERED IRREGULAR. All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected. The Authority reserves the right to reject any and all Proposals submitted, and to waive any or all formalities in bidding, as it may deem in its best interest.
