LOCATION: Springfield State Office Building, 436 Dwight Street, Springfield, MA 01103; Springfield Data Center, 53 Elliot Street, Springfield, MA 01105 three (3) one year options to renew at DCAMM's sole discretion, for up to three (3), one (1) year renewals to a maximum end date of June 30, 2026. 1. PURPOSE: The purpose of this memorandum is to provide a scope of work for Solid Waste and Recycling Services, at the Springfield State Office Building (SSOB) and the Springfield Data Center (SDC). 2. NEED: The need exists for a Contractor to perform effective Solid Waste & Recycling Services at the Springfield State Office Building and Springfield Data Center, in accordance with executive order 403 of the Commonwealth of Massachusetts and with all requirements of the Operational Services Division FAC86 contract. 3. CURRENT SITUATION: The Springfield State Office Building and Springfield Data Center each require a Contractor to be responsible for equipment, transportation and satisfactorily managing, supervising, and performing effective Solid Waste & Recycling Services at the above-named facilities in accordance with executive order 403 of the Commonwealth of Massachusetts and with all requirements of the Operational Services Division FAC86 contract. 4. PROJECT DESCRIPTION: The Contractor is responsible for equipment, transportation and satisfactorily managing, supervising, and performing effective Solid Waste & Recycling Services at the Springfield State Office Building, Springfield, MA, and the Springfield Data Center, Springfield, MA, in accordance with executive order 403 of the Commonwealth of Massachusetts and with all requirements of the Operational Services Division FAC86 contract. The contractor is responsible for obtaining all local, State and Federal licenses and permits required for the work described herein. The vendor shall be responsible for removing all waste and recyclable items that is collected in the buildings. Vendor employees must be considerate of employees and visitors to SSOB and SDC through training and supervision of personnel working at the building. Contractor shall provide DCAMM with copies of all manifests indicating the amount of waste, the type of waste and at what facility the waste was disposed. Contractor shall also provide similar manifests for all recycled materials. Manifest shall be submitted to the Facility Manager within 30 days of receipt by Contractor. Contractor shall provide the following training services at no cost: Initial facility assessment to identify the most effective and efficient waste and recycling program. Advise on the types of equipment, supplies and other appropriate materials An initial training session to explain the collection system(s) to facility and janitorial staff. A Building Profile and building specific Scope of Work is provided for the Springfield State Office Building, and Springfield Data Center in Appendix B and C of this SOW, respectively. WASTE REMOVAL SCOPE Provide, maintain, pick-up and empty containers as scheduled. Provide additional pick-ups as requested by the Facilities Manager, or designee. Provide recycling services. (See Recycling below) Monthly reporting itemizing Waste and Recycling tonnage broken down by each following category: Waste (non-recyclables) Plastic Aluminum Glass Paper (including cardboard, newspaper, magazines etc.) RECYCLING SERVICES Provide and maintain containers for recycling collection for the buildings. Containers to be picked up on a scheduled basis from the buildings. Paper materials to be recycled include but are not limited to copy paper, colored paper, computer paper, fax paper, magazines, newspapers, and cardboards. Comingle materials to be recycled include plastic, aluminum, and glass. Contractor shall provide a Certificate of Recycling certifying that all materials collected for recycling were in fact recycled and not otherwise disposed of. Contractor shall provide to DCAMM within 30 days of Contract execution a summary of credits or rebates available to DCAMM for recyclable materials. Such summary shall include any actions that could be taken to increase potential credits or rebates. In the event credits and/or rebates are available, Contractor shall pursue receipt of them diligently and provide DCAMM with such credits and/or rebates.
