INVITATION FOR BIDS CONSTRUCTION OF WALKING / BIKING TRAIL TOWNSHIPS OF BLACKLICK & CAMBRIA AND BOROUGH OF NANTY GLO The project will be funded through the Pennsylvania Department of Conservation and Natural Resources (DCNR). Site Improvement Activities involve all work incidental to the construction of a 3.1 mile, ten-foot (10') wide, walking and biking trail in the Townships of Blacklick and Cambria and the Borough of Nanty Glo. The work is on an abandoned railroad bed which had the rails and ties removed leaving the underlying rail ballast. The work is to include general excavation and site preparation for a ten-foot (10') wide trail, which includes cleaning, replacing or extending existing culverts, placing a nominal 6O of an aggregate base course, placing a 4O aggregate wear course or pervious bituminous asphalt wear course where indicated, cleaning and/or grading trail side ditches, installing signage and installing safety fencing. The Contract Documents and bidding requirements may be reviewed at the Office of the CCCRA, Room 225 of the Cambria County Human Services Building, 401 Candlelight Drive, Ebensburg, Pennsylvania, or the Office of Streamline Engineering, Inc., 110 Allan Street, Lower Burrell, Pennsylvania 15068, between the hours of 9:00 A.M. and 4:00 P.M., weekdays. Electronic copies of the Contract Documents and bidding requirements may only be obtained from Streamline Engineering, Inc., 110 Allan Street, Lower Burrell, Pennsylvania 15068, (724) 594-0326. Each bid must include Bid Proposal Guaranty Bond in the form of a certified check or bank draft, payable to the order of the Cambria County Conservation and Recreation Authority, negotiable U.S. Government bonds, at par value, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in the amount equal to ten percent (10%) of the total Bid for Site Improvements. The successful Bidder must furnish a 100% Performance Bond, a 100% Labor and Materialmen's Bond, and appropriate Insurance Certificates before the awarding of the Contract, and a 10% Maintenance Bond at the end of the construction. The Bidder must comply with the ONondiscrimination and Equality Opportunity ClauseO set forth in the Contract Documents. Contractors shall not discriminate against any employee, applicant for employment, independent contractor or any other persons because of race, color, religious creed, ancestry, national origin, handicap, age or sex. The Bidder must contact DBE Supportive Services and satisfy all requirements and proofs of their Good Faith Effort. The project is partially or wholly funded through state funds. Bids must comply with the Prevailing Wage Act. The Cambria County Conservation and Recreation Authority reserves the right to reject any or all Bids, to re-advertise or to waive any informality in the Bidding. Bids may be held by the Authority for a period not to exceed thirty (30) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract.
