The City of Kingston Water Department is soliciting bids for the following water treatment chemicals:Sodium Hypochlorite and Hydrated Lime.Bid prices will be in effect from July 15, 2022 to July 14, 2023. The Board of Water Commissioners reserves the right to waive any informalities or minor defects in a bid or to reject any or all bids.Bid Procedure:- Bids are to be submitted in sealed envelopes marked as follows:"Treatment Chemical Bids Bid Opening"The Department assumes no responsibility for the premature opening or failure to open bids not properly addressed or identified.- Bids are to be submitted on the attached form to: Kingston Water Department, PO Box 1537, 111 Jansen Avenue, Kingston, NY 12402- Bids must be received in the Business Office of the Kingston Water Department At that time they will be publically opened and read aloud. Any proposal or bid received after the specified time shall be disqualified.- An authorized representative may withdraw their bid at any time up to the opening time of the bid or proposal, but no bid may be withdrawn once the opening process has started.- An authorized representative must sign the bid proposal and any bid received unsigned will be rejected The Department will not be responsible for errors or omissions on the part of bidders in making up their bids or proposals.- All bids must be submitted in accordance with the specifications listed. The bidder must note any exceptions to the specifications listed on the Bid Form. If no exceptions are noted, it will be assumed that the bid complies, in all respects, with the listed specifications.- All bids must be completed in ink or type written. Failure to do so will cause the bid or proposal to be rejected.- This packet contains the terms, conditions, and specifications for the bid or proposal and the entire packet must be returned with the bid or proposal. An authorized agent must initial at the bottom of each page acknowledging that they have read the entire page.- The bid opening is public and all bidders are invited to attend. Bids will be available for review following the opening and the KWD will also prepare and send a bid tabulation showing all vendors' prices.- As part of the City of Kingston, the Kingston Water Department is tax exempt. Do not include NYS sales tax in your bid or proposal. The KWD will furnish the necessary tax exempt certificate upon request.- The KWD will make payment within 30 days of receipt of invoice.- It is the intention of the Kingston Water Department to award the bid on a per item basis. The Department reserves the right to bundle items together if it is deemed to be in the KWD's best interest to do so.Addenda to Specifications:The Kingston Water Department reserves the right to issue addenda for the purpose of modifying the documents referred herein at any time prior to the day and time set forth for the opening If addenda are issued less than 5 business days before the bid opening, all prospective bidders will be notified that the bid opening will be extended by 5 business days.Qualifications of Bidders:The bidder may be required, before the award of the contract, to demonstrate to the satisfaction of the KWD that it has the necessary resources, facilities, and ability to provide the chemicals specified in a timely manner. The bidder may also be required to furnish references and a past history to satisfy this requirement. Should bidder be deemed unsatisfactory, the Department reserves the right to reject the bid.Term of the Contract:The term of the contract shall be for a period of one (1) year, f
