1. The Work to be undertaken under the Contract involves supply and install: TRAFFIC SIGNAL SUPPLY & INSTALL Estevan Signal Specifications 2. Evaluation Criteria Mandatory Criteria Bench Testing and Commissioning of the Traffic Signals shall be completed by a IMSA Level III Traffic Signal Technician Evaluation Criteria Project References 0 Minimum of three references over the last five years demonstrating an expertise in traffic signal design, installation, commissioning, and maintenance Demonstrated Knowledge of the City of Estevan's signal network Preliminary design o Proponents shall provide a preliminary design with the tender to demonstrate project understanding and requirements. 3. Traffic Signal Specifications All installations shall conform to the following specifications unless otherwise noted: Province of Saskatchewan Ministry of Highways Construction Manual (2018) Alberta Transportation Standard Specifications for Highway Construction Edition 16 (2019) Traffic controller cabinet shall be complete with: Econolite Cobalt Traffic Controller Econolite MMU- I be Malfunction Monitoring Unit. Power Distribution Cabinet The power distribution cabinet shall be an AC Dandy A4 PDC or equivalent. The power distribution cabinet shall be constructed of marine grade aluminum and powder coated black to match the poles and traffic controller cabinet. Contractor shall coordinate service requirements with SaskPower. Traffic Poles All poles shall be galvanized and powder coated black to match existing installations. All poles shall be capable of supporting streetlight extensions. Fixtures Signal Fixtures All signal fixtures to be black body, black doors, black backboards, black visors with 300mm LED inserts. Pedestrian Fixtures All pedestrian signal heads shall be Duralight countdowns, 400mm square, with black clamshell housing Pushbuttons Pushbuttons shall be Polara Bulldog pushbuttons with black housing. Video Detection Video detection system shall be Econolite Autoscope Vision cameras. Illumination The new traffic signal system shall incorporate adequate lighting fixtures and streetlight infrastructure to provide adequate lighting as per the recommendations in ANS VIES RP-8-21. Note All earthworks to be completed as per City of Estevan Specification Section 1030, Section 1085, Section 1090, Section 1700, Section 2110, Section 2110, Section 2120, Section 2210, Section 2220 All disturbed earth work to be restored, landscaped, and seeded All impacted areas to be cleared and cleaned to pre-construction or better conditions All impacted asphalt and concrete works to be restored as per City of Estevan Standards. Traffic Controller Cabinet The traffic signal cabinet shall be an Econolite NEMA TS2 Type 1, M-Type cabinet. The cabinet shall be mounted on a suitable precast concrete base. The traffic controller cabinet shall be powder coated black to match existing installations. Bids must be on the forms provided and be accompanied by a Consent of Surety from a bona fide Surety Company And a bid bond or certified cheque in the amount of ten (10%) percent of the Total Tendered Price, made payable to the City of Estevan. The City of Estevan reserves the right to reject any or all bids, and the lowest bid may not necessarily be accepted.
