BID GUARANTEE (September 1996) (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds -- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20% of the bid price or $3,000,000.00, whichever is less. d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.) NAICS: 238990 SIZE STD: $16.5M SET-ASIDE: 100% Total Small Business Proposal Submittal Information: Site Visit: May/June: July 12, 2022 / 830AM Local Time (See clause instructions below / FAR 52.236-27) Questions Due Date: July 29th 2022 / 6PM Pacific Time Proposal Due Date: August 8th 2022 / 2PM Pacific Time Selection Criteria: Lowest Price Technically Acceptable (LPTA) CONTRACT PRICE SCHEDULE Offerors are required to submit an offer that conforms to the solicitation documents with pricing for line items. Failure to do so may render the proposal unacceptable. Offerors shall submit: 1) SF1442 (insert total price into block 17) and 2) a completed supplemental price breakout (see attachments). On lump-sum line items, provide the total price only. For all unit-priced line items, provide the unit price and the extended total price. If no specific line item exists for a portion of the work, include the costs in a related item. In case of error in calculation of extended prices, the unit price governs. In case of summation error, the total corrected amounts govern. The unit price items in the specifications and drawings shall be performed and paid for on a unit price basis for the number of units actually performed and accepted, at the firm fixed unit prices set forth in the bidding schedule or specifications, provided that the contractor shall not perform work exceeding the ceiling price for the unit price item(s) without prior written approval from the Contracting Officer. FINAL INSPECTION AND ACCEPTANCE Final completion of the punch list items, submission of all required submittals, and final cleanup of the project site shall be accomplished before the contract's required completion date. The Contracting Officer or his/her designated representative will perform final inspection. Acceptance of the work will occur only upon written notice of acceptance by the Contracting Officer or any other warranted Contracting Officer at the California State Office (CASO), Bureau of Land Management (BLM) performing authorized duties in conjunction with this contract. The contracts required completion date is 05/01/2025 in accordance with SOW. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.a
