This RFP consists of five (5) parts and nine (9) attachments, two (2) supplements, totaling forty-two (42) consecutively numbered pages. Please verify that you have a complete copy. OSHP operates multiple fuel pumps at various locations geographically distributed throughout the state. These pumps are installed in 24/7 monitored surveillance areas, without dispensing control. All records for fuel dispensed are hand written in a local logbook that is then manually transferred to a computer database which incorporates the fueling information into vehicle use records to calculate miles per gallon (MPG) and cost per mile (CPM) for each vehicle. The process is subject to a high degree of human error due to oversight or illegible written record keeping. While surveillance provides some level of security, it does nothing to prevent unapproved fueling and could lead to future incidents of theft or errors and omissions in manual recording (logbook). The lack of electronic record keeping at the pump also creates a labor-intensive additional task for post personnel to update fuel usage for each vehicle via the electronic database. These entries are made only after fuel logbooks are collected and utilized to enter records into the AssetWorks/ FleetOhio database adding time and margin of error to the process. Inquiry Period Begins: May 02, 2022 Inquiry Period Ends: May 27, 2022, at 8:00 a.m. This RFP also gives the estimated dates for the various events in the submission process, selection process, and performance of the Work. While these dates are subject to change, prospective Offerors must be prepared to meet them as they currently stand. Once awarded, the term of the Contract will be from the award date through June 30, 2024. The State may solely renew this Contract at the discretion of ODPS for a period of one (1) month. Any further renewals will be by mutual agreement between the Contractor and ODPS for any number of times and for any period of time. The cumulative time of all mutual renewals may not exceed three (3) years and are subject to and contingent upon the discretionary decision of the Ohio General Assembly to appropriate funds for this Contract in each new biennium. ODPS may renew all or part of this Contract subject to the satisfactory performance of the Contractor and the needs of the Agency. Any failure to meet a deadline in the submission or evaluation phases and any objection to the dates for performance of the Project may result in ODPS refusing to consider the Proposal of the Offeror. Offerors must Pre-Register with Adam Williamson at awwilliamson@dps.ohio.gov by 1:00 PM (EST) on Wednesday, May 11, 2022. Note: This contact person is for registration only - RFP questions are not permitted. The State cannot ensure attendance at the site visit for Offerors that fail to Pre-Register by the deadline.
