This project will construct Edge of Field practices in Story County, consisting of (4) saturated buffers and (5) bioreactors that will treat (20) existing agricultural tile outlets. A saturated buffer is an area of perennial vegetation between agricultural fields and waterways where tile outlets drain. Tile lines connect to a control structure, which distributes water laterally along the buffer. As water drains into the buffer, the living roots of perennial vegetation absorb water and nutrients, like nitrogen. A bioreactor is a buried trench on the edge of a farm field that is traditionally filled with woodchips. Drainage tiles outlet into the woodchips where bacteria convert nitrogen in tile water into nitrogen gas. All bids shall be submitted to said City Clerk on or before the time set herein for the bid opening. Bids shall be made on the Bid Form furnished by the City of Ames, in a sealed and plainly marked envelope indicating it is a bid in response to this notice. Each bid shall include the bid security as defined in Code of Iowa Section 26.8 and as specified in the Instructions to Bidders. The City of Ames reserves the right to defer acceptance of any bid for a period not to exceed sixty (60) days after receipt of bids, and no bid may be withdrawn during this period. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract and shall also guarantee the maintenance of the improvement in good repair for a period of two (2) years from and after the completion and acceptance by the City. After award and approval of contract and performance bond, work on this contract shall substantially completed no later than April 30, 2023. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.
