STOWERS. THE SOLICITATION AND RESULTING CONTRACT SHALL BE THE GOVERNING DOCUMENT IN ALL CASES. QUOTES CAN ONLY BE E-MAILED TO BRITTANI STOWERS AT brittani.l.stowers@usace.army.mil by the date referenced on page one of the SF18. Per FAR 36.204 the estimated price range for this project is between $100,000 and $250,000. NOTE: Award will be made to the lowest price offeror who meets the technical requirements of the solicitation and is deemed responsible by the contracting officer. The intent is to award without discussions. NOTE: this procurement is 100% Total Set-Aside for Small Business. For more information see FAR Clause 52.219-6. Downstream Area / Riffle Run Marina / Launch Area Waterline Replacement Furnish all equipment, material, labor, supplies, and supervision needed to provide and install new potable waterlines, valves, flow meters, and other related appurtenances at Burnsville Dam, starting in the Downstream Area, continuing through the Riffle Run Marina / Launch Area, and connecting to an existing line at the entrance to Riffle Run Campground in accordance with the attached scope of work and attached plan drawings. Expected Start Date: Work shall commence within 30 calendar days of issuance of Notice to Proceed (NTP), but no sooner than 01 December 2022, following closure of the recreation areas for the season. Contract Duration: Project shall be complete within 90 calendar days of work commencement. Recreation areas start opening for the year in April 2023, so the work must be completed before that time. Project Location: 2550 South Main Street, Burnsville, WV 26335. See vicinity maps in plans. SCOPE OF WORK 1.1 General Description: The Contractor shall replace existing potable waterline at Burnsville Dam, starting in the Downstream Area at the Burnsville Public Utilities Board (BPUB) meter, continuing by the office, through the Riffle Run Marina / Launch Area, and connecting to an existing line at the entrance to Riffle Run Campground, in accordance with the attached Plan Drawings. The project area is located at Burnsville Dam, and is shown on the Location and Vicinity Maps in the attached plan drawings. The existing main waterline shall be installed, tied-in to the existing system as shown, tested, and disinfected for a complete turn-key product. The Recreation Areas will be closed during construction of this contract; therefore, no provisions to maintain existing water service in Riffle Run Campground, the marina, or Downstream are required. However, the office and shop will remain open, so the existing line supplying these facilities shall be left intact until the new line is put in service. All excavation is unclassified; however, based on previous excavations in the area, solid rock excavation is expected in some areas. 1.2 Real Estate Requirements: All work under this contract will be performed on property owned by the United States Government. The Contractor shall keep work activities confined to a sixty-foot (60') wide work area (30' on each side of the proposed waterline alignment). Equipment and Material storage, employee parking, and other incidental work areas are available within the area and shall be coordinated with the Government Representative. Should additional equipment and material storage areas on Government property be required during construction, beyond that established in the Contractor's approved Work Plan, the Contractor shall submit a request for approval at least 48-hours before an area is needed for use. Traffic control, in accordance with the latest edition of the Manual of Uniform Control Devices and all applicable West Virginia Department of Highways requirements, shall be provided if there is any impact to project access roads. Government employees and other contractors working in the area will require access through the work areas. The Contractor shall not completely block or close any site access road. One lane shall be kept open at all times or road plates shall be used to allow traffic to pass if vehicles cannot easily drive around the work area. 1.3 General Requirements: Waterline materials and installation shall be in accordance with all applicable standards of the American Water Works Association (AWWA) and the State of West Virginia Bureau of Public Health regulations. The contractor shall clean the work area at the end of each workday and shall maintain a clear and safe means of ingress and egress from the work area at all times. The use of the site for construction staging W9123722Q0107 Page 8 of 71 shall be coordinated with the on-site Government representative. Upon completion of construction, the Contractor shall clean all debris and waste resulting from construction operations and restore all surfaces, structures, ditches, roads, and property in accordance with the attached plans, or to its original condition, to the satisfaction of the Government representative. All waste materials shall be disposed at an approved landfill facility. Excess excavation materials, once the area is graded, smoothed, seeded, and strawed, shall be placed in the disposal area beyond the Left Fork Picnic Area. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
