Site work and new construction of a residential development in Manchester, New Hampshire. Conceptual plans call for the construction of a residential development; and for site work for a residential development.
The City of Manchester announces the availability of approximately $3,400,000 of funding and hereby requests proposals for project(s) from qualified real-estate developers, agencies and service providers for the development of affordable rental housing and the development of noncongregate shelters (NCS). This document is intended to provide interested parties with sufficient information to prepare and submit proposals that respond to the request. Of the total funding available, the City of Manchester has $1,500,000 of Coronavirus State and Local Fiscal Recovery Funds (SLFRF) available for affordable housing development under the guidelines of the City's HOME Investment Partnership Program (HOME). The remaining $1,900,000 in funding must follow the guidelines of HUD HOME-American Rescue Plan ("HOME-ARP") to primarily benefit Qualifying Populations in: i) developing affordable rental housing, and ii) non-congregate shelters (NCS). The City's priority goal is to redevelop or construct as much affordable housing as is financially feasible in an architecturally pleasing and pedestrian-friendly way for "qualifying populations" and "low-income households" as defined by the United States Department of Housing and Urban Development (HUD).
