All of this work will be performed using best management practices for stormwater pollution prevention and environmental protection measures. Copies of the contract documents, including Drawings and Technical Specifications, are on file and may be examined without charge at the following locations: Pickering Firm, Inc. City of Diamondhead 126 Rue Magnolia 5000 Diamondhead Circle Biloxi, Mississippi 39530 Diamondhead, Mississippi 39525 All interpretations of drawings and specifications shall be directed to Pickering Firm, Inc. to Cara Wagner 228-432-5925 or email cwagner@pickeringfirm.com. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. The maximum allowable number of consecutive calendar days for the completion of Work (the Contract Time) is set forth in the Bid Proposal and will be included in the executed Agreement. The project will be subject to liquidated damages in the amount of THREE HUNDRED DOLLARS ($300.00) per consecutive calendar day for each day in default after the stipulated completion date. The contract time will begin when the Contractor commences work on this project but no later than the tenth consecutive calendar day after receipt of a notice to proceed from the Owner. The City of Diamondhead, Mississippi, reserves the right to reject any and all bids and to waive any informality in the bidding. Bids may be held by the City of Diamondhead, Mississippi, for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. project Includes pay items for Common Excavation (Spoiled On-Site) and Common Excavation (Removed from Site). The intent is that spoil material removed from each pond will first be placed in designated spoil stockpile areas. That work will be paid under "Common Excavation (Spoiled On-Site)". If the spoil areas fill up, then the Contractor will remove further spoils from the site and that work will be paid under "Common Excavation (Removed from Site)". The City plans to use their own personnel and equipment (one track hoe and two dump trucks) to begin removing spoil materials from the stockpile area(s) as soon as it is dry enough to do so. Their goal is to remove spoils while the Contractor is filling the spoil areas, which will continue to allow available spoil area for the contractor. If this is possible, it will result in all excavation being paid under ""Common Excavation (Spoiled On-Site)". We would like to receive feedback from bidders on this plan; is the current construction duration sufficient, will the contractor need to work on only one pond at a time, etc. It is intended that tree removal will be kept to a minimum where possible. The contractor is not to remove all trees around the ponds. Regarding pumping down or draining of ponds, we get large amounts of rain here and these ponds are capturing large drainage areas. Because of this, it's likely not feasible to pump down or drain them. However, it will be up to each bidder to determine if they want to try it. Be mindful of the construction time. No ditches tied to the ponds are to be filled in or blocked except as necessary for erosion control. Check dams and baffles are intended to be in the ditch(es) to control sediment and debris that may leave the pond during the dredging operations. Check dams and baffles are SWPPP measures and up to the contractor to properly implement to control sediment and pollutants from leaving the site. They may not be necessary if nothing leaves the pond
