Final Pre-solicitation Synopsis W912HY23B00008 The U. S. Army Corps of Engineers, Galveston District Office requires a contract for FY23 USACE Galveston District GIWW West Galveston Bay Barrier Island Reconstruction with Mining of Placement Area No. 64 Pipeline Dredging, Galveston, Texas Dredging 100% UNRESTRICTED. THE WORK CONSISTS OF: 1. Schedule 1 - Channel side breakwater - approximately 19,500 CY of rock and 150,000 Sq Yards of Geotextile; Bay side breakwater - approximately 1,000 goliath reefballs; Fill material - approximately 360,000 CY dredged fill material placed. 2. Options 1-9 (500 ft incremental sections of island): Channel side breakwater - approximately 3,000 CY of rock and 20,500 Sq Yards of Geotextile; Bay side breakwater - 100 goliath reefballs; Island fill - approximately 55,000 CY dredged material placed. 3. Mining of up to 1,300,000 CY of maintenance material from Gulf Intracoastal Waterway (GIWW) Placement Area No. 64 for reconstruction of a barrier island in west Galveston Bay adjacent to the GIWW generally between PA 64 and the West Galveston Bay Mooring Facility at Chocolate Bayou. Mining of PA 64 PA 64 is located adjacent to the GIWW between GIWW sta 438+000 to sta 434+000)Mining will require accessing the PA via an access channel from the GIWW, breaching the PA dikes and stock piling the dike material, dredging into and within the PA and using the dredged material as fill to construct the barrier island. Reconstruction of West Galveston Bay Barrier Island Includes construction of an island 400 ft in width by 4,500 - 9,000 ft in length generally between GIWW sta 434+000 and 450+000. Anticipate perimeter containment of island will consist of rip-rap breakwater on the channel side of island and reef balls on bay side of island. Existing depths within island footprint are between +1 and -4 ft MLLW. Interior fill elevations of island range between +1 ft and +5 ft MLLW. 4. Completion Time for Schedule No. 1 for this project is estimated at 363 calendar days after acknowledgement of the Notice to Proceed and 270 calendar days for option work. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount to be determined for each calendar day of delay until the work is completed or accepted. 5. The solicitation issued will be a firm-fixed price contract award. Estimated magnitude for this effort is estimated between Over $10,000,000.00. 6. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after acknowledgement of the Notice to Proceed. 7. Furnish pre-award documents within 2 working days after Bid Opening. Prior Government contract work is not required for submitting a response to the solicitation. The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is UNRESTRICTED. The Solicitation will be issued on or about DEC 2022. Response date on or about JAN 2023. The North American Industrial Classification System (NAICS) Code applicable to this project is Construction 237990. The Small Business Size Standard is $32,500,000.00. Construction All offerors are encouraged to visit the Army's Single Face to Industry Website at Beta Sam website at https://www.sam.gov to view and download the plans, specification and or any amendments for this procurement. Plans and specifications will not be available in paper format or on compact disc. To register as an "Interested Vendor", visit https://www.sam.gov . The method of contractor selection has not been determined at this time.
