The Red Cliff Band of Lake Superior Chippewa Indians are seeking bid proposals for Schematic Design and Engineering Services for water, road, and sewer utility infrastructure as part of a new Cultural Center and Emergency Response Campus development on the Gaa-Miskwaabikaang (Red Cliff) Reservation in Bayfield County, WI. This project is located on Red Cliff tribal lands in Bayfield County, WI. The proposed Cultural Center construction site is located at 36750 State Highway 13 North, accessible by Nuzzo Road, and the Emergency Response Campus is located at 37100 State Highway 13 North. The Emergency Response Campus will include construction of an Emergency Medical Services (EMS) facility, and a Police Station. 1) The Cultural Center building design is approximately 6,276 square feet and will feature a large, domed gathering room and centralized open area. This facility will have several offices, restrooms with showers, a mid-size c kitchen, and a communal outdoor area for gatherings. An outdoor shower and restroom building is planned for future construction nearby to provide sanitation services for the Red Cliff Pow Wow grounds. 2) The Emergency Medical Services (EMS) building design is approximately 6,546 square feet and will serve as a base of operations for the tribe's emergency service vehicles, staff, and equipment, providing 24-hour EMS services to the Red Cliff community and surrounding areas. 3) The Police Station building design is approximately 2,888 square feet and includes a detached 1,280 square foot garage. The Police Station will be constructed in close proximity to the EMS building, with both buildings sharing common utility infrastructure and vehicular connections. 4) Based on known elevation data for these build locations in relation to their terminating connections to Red Cliff water and sewer mains at Highway 13, and the estimated hydraulic needs for each building, a shared municipal lift station for these 3 buildings will likely be the most efficient system of choice to provide adequate service and minimize the total number of systems to be maintained.
