Site work for a civil project in South Lake Tahoe, California. Completed plans call for site work for a water / sewer project.

All interested parties are invited to attend. Bids shall be valid for 60 calendar days after the bid opening date, as required in the Bid Form. The site of the work is located on federal lands managed by the U.S. Forest Service Lake Tahoe Basin Management Unit (USFS LTBMU) within Tallac Creek, approximately 800 feet upstream of the south shore of Lake Tahoe and approximately 500 feet west of Baldwin Beach, El Dorado County, CA. The work to be performed consists of: mobilization/demobilization of all equipment, material and personnel required to complete the work; provision of all safety measures for excavation; development of site access routes and staging areas and provision of traffic control on public right-of-way; installation and maintenance of erosion control measures, silt fencing and required BMPs; design, installation, maintenance and removal of temporary water diversions and dewatering systems for creek water control; coordination with fish rescue performed by others; protection and stabilization of existing concrete encased sewer-line; instream excavation and offsite disposal of unsuitable materials, procurement and placement of rock and streambed materials for sewer-line stabilization along approximately 50 linear feet of stream channel; biotechnical streambank stabilization along banks above rock grade control structure and downstream of structure; and restoration and revegetation of site disturbance. All bids are to be submitted electronically as required in Section 00 20 00 Instructions for Procurement. After electronic bidding, each bidder shall submit their original Bid Forms to South Tahoe Public Utility District at 1275 Meadow Crest Drive, South Lake Tahoe, California by 5 P.M. on Friday, July 15, 2022. Questions received after the date indicated will not be accepted. Phone Calls, Emails and faxes will not be accepted. Responses from the District will be communicated via the electronic bidding system. In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that the bidder shall possess a valid class A- General Engineering contractor license at the time of bid opening, the Contract is awarded and for the duration of the Contract. The vegetation subcontractor shall possess a valid California Class C-27 specialty contractor license at the time of bid opening, the Contract is awarded and for the duration of the Contract. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award. The District has obtained from the Director of the California Department of Industrial Relations a determination of the general prevailing rate of per diem wages and the general prevailing rate of per diem wages for holiday and overtime work in the locality in which the work will be performed for each craft, classification, or type of worker needed. Not less than the determined rates shall be paid to all workers employed in the performance of the contract. Such rates of wages are on file with the Department of Industrial Relations and in the office of the District and are available to any interested party upon request. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Labor Code sections 1725.5 and 1771.1, Section 7029.1 of the Business and Professions Code, and Section 10164 and 20103.5 of the Public Contract Code, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted, nor any contract entered without proof of the Bidder's and its subcontractors' current registration with the Department of Industrial Relations. Bidder shall certify that Bidder and all listed subcontractors are currently and validly registered with the Department of Industrial Relations and shall include its registration number on its bid. Each Bidder shall provide the registration number for each listed subcontractor in the space provided. If awarded a Contract, the Bidder and its subcontractors of every tier shall maintain active registration with the Department of Industrial Relations for the duration of the Project. It shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements. Pursuant to the provisions in Section 6707 of the California Labor Code, each Bid submitted in response to Section 00 10 00, Solicitation - Invitation to Bid, shall contain adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life and limb in trenches and open excavation, which shall conform to applicable safety orders for the State of California. Notice is further given that, pursuant to Section 22300 of the California Public Contract Code, the contractor is permitted to substitute securities for any moneys withheld by the District to ensure performance under a contract as specified in Section 00 20 00. Notice is further given that, pursuant to Section 22300 of the California Public Contract Code, the contractor is permitted to substitute securities for any moneys withheld by the District to ensure performance under a contract as specified in Section 00 20 00. Pursuant to Public Contract Code 3400(b), if the District has made any findings designating certain materials products, things, or services by specific brand or trade name without alternative, such findings and the materials, products, things, or services and their specific brand or trade names will be set forth in Section 01 60 00, Product Requirements, of the Contract Documents. As is allowed by SB293, the District has found during a public hearing that the project is substantially complex to warrant retention more than 5% of the Contract, the finding of which is included as an attachment to these bid documents. The project-specific retention requirements are set forth in Section 01 20 00, Part 2.01.F of the specifications. The South Tahoe Public Utility District reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards to the lowest responsive, responsible bidder in the best interest of the District.
