The City of Boise is seeking a qualified financial advisory firm(s) ("Consultant") to assist the City with the design, structuring and implementation of a new fund to support the construction and/or preservation of affordable homes ("the Fund"). The purpose of the Fund would be to provide specialized financial products in support of the City's affordable housing objectives. The City will utilize a phased approach with three possible phases and decision points about whether to continue at the conclusion of each phase. Phase 1 of this process is a local market study to determine the fund products to be offered by the Fund. At the conclusion of this phase, the City will decide whether to move on with Phase 2, which would involve determining the Fund's optimal structure. At the conclusion of Phase 2, the City would then decide whether to move forward with Phase 3, which would be implementation of the fund. The Consultant initial scope of work will include completion of Phase 1. If the City chooses to move forward with additional phases, it may do so by continuing the existing contract or by seeking a new Consultant for those subsequent phases. Disadvantaged business enterprises are encouraged to submit bids.
