Renovation of a mixed-use development in West Haven, Connecticut. Conceptual plans call for the renovation of a medical facility.
The West Haven Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Connecticut Healthcare System (VACHS) has a requirement for a Firm-Fixed-Price Contract to provide professional Architect-Engineer (A-E) Services to develop and complete a preliminary schematic concept, design development, construction documents (drawings, specifications, and cost estimates), construction period administration services, and resultant site visits associated with the following project objectives: o Demolish aging switchgear and aging distribution switchgear; o Replace aging switchgear and aging distribution with new up-to-date equipment and technology; o Demolish any aging Buss Ducts and replace with an updated wiring system; and o Identify, test, and remove/abate any hazardous substances within any area impacted by this project. The North American Industry Classification System (NAICS) Code is 541330 and the small business standard is $16.5 million. Any interested Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Small Business (SB) must indicate interest for this project, in writing, to the Contracting Specialists no later than June 27, 2022 at 4:00 PM EST via email to Dirk.Kelley@va.gov and Andrew.Merical@va.gov . To qualify as interested in this project, information pertaining to the following seven (7) components must be submitted in response to this Sources Sought Notice on or before June 27, 2022 at 4:00 pm EST: (1) Statement of Intent that a Proposal will be submitted to the future Solicitation for this project, which said Statement of Intent shall include the company's System for Award Management Unique Entity Identifier (SAM UEI) Number and the company's Data Universal Numbering System (DUNS) Number; (2) Verification through VetBiz on the Vendor Information Pages (VIP) as a SDVOSB or VOSB under the NAICS Code of 541330, if applicable; (3) Evidence of A-E experience in design solutions for renovating and expanding an electrical load center within a hospital or medical center setting that addresses the load center equipment and identifies the building structure utilized with a construction magnitude of $10,000,000 or more. (Please provide contract descriptions, contract dollar amounts, and telephone numbers for points of contact - no photographs); (4) Evidence of experience in collaborating with a Veterans Affairs Professional Industrial Hygienist (VPIH) as well as state licensed Asbestos Inspectors, Lead Inspectors, and Project Designers to properly assess and accurately identify hazardous substances including, but not limited to, asbestos-containing materials (ACMs), lead-containing materials (LCMs), mold, polychlorinated biphenyls (PCBs), silica, mercury, and/or refrigerants; (5) Evidence of A-E experience in conducting analysis of the most-recent electrical studies to comprehend the compatibility of new circuit branches and switchgear as well as the evaluation of all other electrical branches affecting the subject load center; (6) Evidence of the company's ability to perform at least fifty percent (50%) of this requirement in accordance with Federal Acquisition Regulation (FAR) 52.219-14: Limitations on Subcontracting; and (7) Proof of professional liability insurance required to cover the monetary amount of this project. All seven (7) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs. Failure to submit each of the seven (7) components, as identified above, will result in a Contractor not being considered as an interested SDVOSB, VOSB, or SB. The purpose of this Sources Sought Notice is to determine if set-aside procedures will be utilized. As indicated above, interested businesses may reply to this Sources Sought Notice via email to Dirk.Kelley@va.gov and Andrew.Merical@va.gov. Businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov. SDVOSBs or VOSBs must also be verified by the center for Veteran Enterprise (CVE). This Sources Sought Notice was prepared and considered in accordance with FAR 5.203. FAR 5.204, and FAR 5.207.
