This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number: W912P922R0020 This solicitation is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through the date of posting. This solicitation is set-aside for total small businesses associated with North American Industrial Classifications System (NAICS) code 238290, size standard $16,500,000. Introduction: This Performance Work Statement (PWS) is for a services contract to repair and maintain five (5) elevators (one (1) hydraulic and four (4) traction) located at Melvin Price Lock and Dam, East Alton, IL, 62024. 1.1 Description of Services: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, W912P922R0020 Page 9 of 77 tools, materials, supervision, and services necessary to perform elevator repair and maintenance so that the elevators are working 24 hours a day, 7 days a week and 365 days a year as defined in this Performance Work Statement. The Contractor shall perform to the standards in this contract. 1.2 Background: Melvin Price Lock and Dam is located in Madison County at #1 Lock and Dam Way, East Alton, IL on the Mississippi River, approximately 1.5 miles southeast of the Clark Bridge. It contains five (5) elevators: Abutment (0) and Piers 1, 3, 4 and 11. Abutment, Pier 1, Pier3, Pier 4, and Pier 11 was last inspected in April 2017. The inspection reports will be made available to the selected Contractor. 1.3 Definitions: Acceptable Quality Level (AQL): The AQL is the maximum percent defective that, for purposes of sampling, inspection can be considered satisfactory. Contractor: The Prime Contractor and all Contractor employees and personnel. The Prime Contractor shall be responsible for ensuring all employees and subcontractors comply with the provisions of this contract. Contracting Officer (KO): A person duly appointed with the authority to enter into and administer contracts on behalf of the Government. Contracting Officer's Representative (COR): An individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. Contractor's Representative: A foreman or superintendent assigned to represent the interests of the Contractor with regards to all matters included in this contract. Critical Element: A critical element is a task, procedure, or operation that has been determined to be mandatory to fulfill the condition, value, or measure comprising a standard. Customer Complaint: A Government program that is explained to every organization that receives service under this contract which is used to evaluate a Contractor's performance, and a means of documenting certain kinds of contract service problems. Defect: An instance of noncompliance with a service requirement. A defect may be caused by either non-performance or unsatisfactory performance. Defective Service: A service output that does not meet the standard of performance associated with it in the Performance Requirements Summary (PRS). Deliverable: Anything that can be physically delivered but may include non-physical things such as safety meeting minutes. Government Property: All property owned by or leased to the Government or acquired by the Government under the terms of the contract. Inspection: The examination and testing of supplies or services to determine whether the supplies or services conform to contract requirements. Inspecting is the process of measuring, examining, testing, or otherwise comparing the unit or service with the requirements.
