. DESCRIPTION OF SERVICE 1.1. The Contractor shall install equipment and provide and maintain commercial and Government satellite television (SATV) programming capability (SATV programming provided off of the original BPA FA254320A0001) to four TV locations within two separate buildings (Buildings 430 and 435) on Buckley Space Force Base (SFB). 1.1.1 The Contractor shall provide all tools and equipment necessary to establish and maintain SATV services at four locations within the specified buildings (Buildings 430 and 435) at Buckley SFB. 1.2 Channel Lock: The Contractor shall provide, upon the request of any subscriber, a channel locking device or code that permits a subscriber to prevent viewing of premium channels and any other channel that may contain programming unsuitable for children. 1.3 The Contractor shall furnish the necessary satellite dish and mount for fiber transport to feed four total TV locations in buildings 430 and 435 as well as the receivers needed to provide service to these official areas, as designated in Section 13.1 below. The contractor is responsible for all supplies and/or services required to complete this requirement unless otherwise stated. This may include five (5) satellite television receivers total if needed to provide access to multiple television sets (Building 435 will have 2 receivers in one room). The Contractor shall provide the capability to independently select programming at each television. Splitting the signal to other televisions in the building is not acceptable service. Only the Contractor shall be permitted to add additional receivers. Additionally, the Contractor will be responsible to remove all receivers and all satellite dishes when the contract expires. The old satellite dishes and receivers should be removed during the transition period as necessary (See paragraph 6.2). Disposal of all excess material is the responsibility of the contractor and must be disposed of off base. 1.4 The Contractor shall provide all maintenance and repairs to the satellite feeds on noncallout repairs at building 430 rooms 131, 134, and 105 and building 435 room 106 on Buckley SFB to ensure continuous service at no additional cost to the Government. The contractor shall follow the guidance for repairs and maintenance as specified in the original BPA FA254320A0001 The Government will provide the adequate real estate sites to install the Contractor's system. 2.2 Currently, the Government has Dish Network satellite television receivers located at the BLDG 430 (460 SCS/Det 45/2 SWS). This receiver can be reused if found to be in proper working order. 3 2.3 Entry/Escort Service. The Government point of contact will arrange for entry and escort service if needed for Buckley SFB, when required. 3. BUSINESS OFFICE AND CUSTOMER SERVICE 3.1 The Contractor shall maintain a Service Office adequately staffed to transact all necessary business during standard business hours. 3.2 The Contractor shall maintain a telephone answering service for receiving complaints and requests for service and repairs during all hours when the Service Office is closed. The telephone number for the answering service shall be publicly listed and printed on each subscriber's monthly bill. This number shall also be provided to the contracting office. The Contractor shall provide after "standard hours" service calls. 3.3 The Contractor shall employ competent supervisory, administrative, and direct labor personnel to accomplish the required work. The Contractor shall not hire off-duty Air Force personnel or any other person whose employment would result in a conflict of interest or would otherwise violate the Joint Ethics Regulation, DoD Directive 5500.7-R. 3.4 The Contractor shall provide a point of contact (POC) that shall be responsible for ensuring that the contract services are provided satisfactorily. The name of this person, and an alternate or alternates, who shall act for the Contractor when the POC is absent, shall be designated in writing to the Contracting Officer and the Communications Squadron representative. 3.4.1 The POC or Alternate shall have full authority to act for the Contractor on all contractual matters. 3.4.2. The POC and Alternate must be able to read, write, speak and understand English and have authority to act as a binding agent on behalf of the Contractor. Any worker coordinating service with the customer for installation or service must speak and understand English. 3.5 For billing purposes, the official Government connections must remain separate from the residential connections and services. All residential customer invoices shall be submitted in accordance with the standards customary to the commercial marketplace and sent directly to the residential customer. 3.5.1 The Contractor shall provide the Government with account numbers and any passwords used to set up a Government SATV account. If new accounts are added or if password is changed, the Contractor is required to provide information to the Government at the earliest possible time. 3.6. The Contractor shall conform to all safety and security requirements and regulations applicable to this commercial industry on the installation. The method of contractor selection has not been determined at this time.
