Reference Number : 1616070 Under this COC, it will be necessary in particular to provide all labour, materials, accessories, equipment, tools, transport activities and services as well as the technical competence necessary for the execution of the work mentioned below strictly in accordance with the estimate and subject to the terms of the contract. Work will be performed in Ontario and Quebec. The successful contractor will be required to familiarize themselves with all applicable regulations, codes and guidelines related to the work performed under the Standing Offer Agreement. He will be required to comply with these regulations without additional compensation of any kind. It will also have to obtain the necessary permits and other licenses for any project and pay the other fees related to these permits, at no additional cost to the NCC. Sewer maintenance activities, including cleaning, CCTV inspection, repair and relining work, carried out for the NCC usually involve one or more of the following areas: the inspection of sewers using a closed circuit television (CCTV) camera in pipes 2100 mm in diameter or less, at specific locations on NCC lands. The contractor will not be required to clean the sewers before carrying out any inspection, unless instructed to do so by the NCC. the cleaning of sanitary, storm and combined sewers and culverts, including the removal of all silt, debris, grease and gravel, if deemed necessary by the NCC. CCTV camera inspection of septic tanks (including recommendations for repair or replacement); cleaning manhole pits and sumps. the presentation of reports containing printed documents as well as video supports, as specified in this document. spot repair of sewers. the laying of an interior lining in sewers. consultations required due to site-specific requirements (eg, condition of a slope in Gatineau Park that affects access). One of the methods of supply used by the NCC, to meet the needs of its specific internal users, consists in inviting individuals or companies to submit a standing offer (SO), under which he(they)/she( (s) provide it with goods, services, or both, for a specified period. The NCC then delegates purchasing authority to these users, who can then communicate directly with the supplier, as and when required, issuing purchase orders detailing the exact quantities of goods or services they require( s)/they wish to order from the Bidder, at a particular time, during the period of validity of the Standing Offer and in accordance with the conditions determined beforehand. This method of The NCC anticipates a potential need for CLOSED CIRCUIT TELEVISION (CCTV) CAMERA SERVICES FOR THE INSPECTION, REPAIRS AND LINER OF SEWERS AT VARIOUS LOCATIONS IN THE NATIONAL CAPITAL REGION, more particularly detailed herein and in the appendices, we hereby invite you to provide a standing offer using the forms and in the attached format. Please note that the quantity of goods and/or services and estimated expenditures stated herein are only an approximation of requirements given in good faith. The conclusion of a standing offer with a bidder does not constitute an agreement obliging the NCC to order some or all of the goods and/or services in question. The NCC may place one or more purchase orders against a Standing Offer, each order constituting an acceptance of the said Standing Offer for the number of said goods or services described in the order. A request does does not commit the NCC to authorize the use of a standing offer nor to pay any costs incurred for the presentation of offers or the studies necessary for the preparation thereof, nor to purchase goods or services whatsoever, nor to enter into contracts for this purpose. The NCC reserves the right to reject or accept any offer, in whole or in part, with or without further discussion or negotiation. The Bidder acknowledges that a Standing Offer is not a Contract. All applicants identified as successful will be required to enter into a formal NCC Standing Offer Agreement. once awarded, these SOAs will serve as the contractual instrument against which individual call-ups can be made (on a project by project basis). the NCC reserves the right to amend any provisions contained herein and/or to issue any addenda. Call-up POs made under a SOA for servicing including cleaning, CCTV inspection, repair and sewer re-lining operations for various locations in the National Capital Region (2022-2026) will be managed by NCC's design and construction division, engineering section. The Request for Standing Offer (RFSO) for General Services in various sewer servicing including cleaning, CCTV inspection, repair and re-lining operations (2022-2026), including its appendices, will be used as the basis for evaluation of proposals submitted in response to the RFSO, and shall be thereafter considered as requirements for SOAs awarded.
