PROJECT BACKGROUND/DESCRIPTION: General Services Administration (GSA) Public Buildings Service (PBS) Region 10 (R10) requires the removal and replacement existing concrete, addition of new parking lot, and placement of pavement marking at the Laurier Land Port of Entry (LPOE), CBP (Customs and Border Protection) Station, Laurier, WA. The LPOE is located at: US-395, Laurier, WA 99146. PROJECT SCOPE: The objective of this project scope of work is to remove and replace concrete, add a new parking lot and provide pavement markings in compliance with the final SOW and all attachments thereto. Aged existing concrete conditions have become worn, and need surface replaced throughout the exterior of the Port, for public safety. This work is to take place at a Land Port of Entry (LPOE) Building that is considered historic in nature; care must be taken to ensure that the building and surrounding surfaces are not damaged during this replacement project. Contractor shall remove an estimated 13,898sf. of north parking lot curb and flat work. New concrete with rebar at existing concrete locations as well as new parking lot and driveway areas estimated to be 14,096sf. of north parking curb and flat work for a grand total of 27,994sf + 120sf. for new flagpole and light pole not including footers for a grand total of 28,114sf. of surface area. Contractor shall verify existing site conditions and all quantities prior to submitting their proposal to the government. All new concrete shall have new pavement marking using Methyl Methacrylate (MMA) type paint after 28 days of cure time. This is a summarized scope of work. Additional documents will be made available in the solicitation, if issued. NAICS: 238990 All Other Specialty Trade Contractors SPECIAL REQUIREMENTS: Experience - Interested contractors may be required to provide a technical experience narrative and key personnel resumes in response to the solicitation for this project. The solicitation may require additional information be provided. The technical experience narrative will describe successful performance on three other projects performed in the last five years that are similar in size and scope. Key personnel resumes will include a Superintendent/On-Site Manager. The identified Superintendent/On-Site Project Manager may not be substituted without contracting officer approval. Offerors should take care to ensure that the provided resume and personnel will be available for this project. Superintendent/On-Site - The Project Superintendent must have no less than five (5) years' experience as a project superintendent on construction projects of similar scope and size or larger to the project in this solicitation. The experience should demonstrate building construction knowledge, the ability to manage complex projects and coordination between multiple subcontractors, as well as be consistent with the type of construction provided for in this solicitation. The Superintendent must have field experience coordinating day-to-day site issues relating to materials, labor, and equipment utilization on government or commercial projects. The superintendent must also demonstrate knowledge and management of all aspects of design and construction phases within a design build project. Similar in scope is defined as a project performed in a concrete project of approximately 20,000 - 40,000 square feet, Larger projects are acceptable, however, significantly smaller project submitted may be view less favorably. The information provided will be reviewed for a logical connection with the requirements of this solicitation by including similar scope elements and which demonstrate equal or greater overall project complexity associated with them. Similar in size is defined as a project with a value of at least $500,000. Larger projects are acceptable, however, significantly smaller projects may be viewed less favorably. WARRANTY - All Materials and labor will be warranted for a one-year period (12 months) following acceptance by GSA. At the end of the 12 months, a re-test of at least 10% of the system shall not be required to be conducted. Contractor will be held financially responsible for correction/replacement of failed components and all other costs associated with any retests should any be deemed necessary by GSA within the time of the warranty. BUDGET PARAMETERS: The total awarded price is estimated to be less than $1 million based on budget parameters The method of contractor selection has not been determined at this time.
