Item 1. Approx. 500 tons of 3LT, Binder Hot Mix asphalt. This project is part of the Local Road Improvement Program, LRIP # 17410, for the Town of Forestville, W Center Road, from Mill Road to terminus. Item 2. Approx. 2,150 tons of 3LT, Binder Hot Mix Asphalt. This project is part of the Local Road Improvement Program, LRIP # 17514, for Door County Highway Department, CTH MM, from Hwy 42/57 to Rock Farm Road. Quotes shall be provided in cost per ton basis loaded on to County Highway Department trucks. Door County reserves the right to reject any or all proposals submitted, or to accept any part or combination thereof, to waive any technicalities, and to accept any proposal deemed most advantages to the County and Town of Forestville. This work is being bid to comply with the State of Wisconsin, Local Road Improvement Program. Any proposal submitted after the and time specified will be rejected. The contractor is required to develop a design mix for this contract. This work shall consist of the preparation of mixture for the Hot Mix Asphalt Pavement, Type 3LT, Binder. The contractor is required to provide the design mix to the County prior to construction and is also required to provide information on any deviations from the state design mix. The requirements of the following sections and subsections of the Standard Specification for Highway and structure Construction of the Stater of Wisconsin, department of Transportation, latest edition (2003) include: 450 General Requirements for Asphaltic Pavements 455 Asphaltic Materials 460 Hot Mix Asphalt Pavement The quality management program will not be required for this contract. The cost of the mix design shall be incidental to, and included in, the unit price bid. This work is being bid to comply with the State of Wisconsin, Local Road Improvement Program, which is being used to fund a portion of these project costs. Should the U.S. Government, by its action, affect or prevent a vendor from fulfillment of the terms of this proposal, he should immediately furnish proof in writing. Upon receiving such proof, vendor will be released from his contract. HMA material shall be available for loading onto County Highway Department trucks from 6:00 am to 4 pm, Monday through Thursday, anticipating mid July to late August. The asphalt producers' plant shall have production and storage capacity to provide a minimum loading rate onto County trucks of 200 tons per hour. All proposals shall be firm proposals for at least 30 days from proposal opening date. Basis of Payment: The County and the Town of Forestville will pay for scaled quantities at the contract unit price for Hot Mix Asphalt. Proposals shall be on specifications as herein furnished and shall not be altered. The Door County Highway Department is exempt from Federal Excise Tax, but if there is a tax, it shall be shown in the proposal.
