A BID BOND in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each proposal. A certified check or bank draft payable to the Hidalgo County Drainage District No. 1 or negotiable U.S. Government Bonds (as par value) may be submitted in the lieu of the Bid Bond. STATUTORY BONDS by an acceptable surety for performance of the contract and for payment of mechanics and materials suppliers will be required from the successful proposer in the amount equal to 100% of the accepted proposal to the Hidalgo County Drainage District No. 1. NO FACSIMILES OR LATE ARRIVALS WILL BE ACCEPTED. ANY PROPOSAL RECEIVED AFTER THAT TIME WILL NOT BE OPENED AND WILL BE RETURNED. OVERNIGHT MAIL MUST ALSO BE PROPERLY LABELED ON THE OUTSIDE OF EXPRESS ENVELOPE OR PACKAGE REFERENCING CSP NAME AND NUMBER. PROPOSALS MAY BE HELD by the Hidalgo County Drainage District No.1 for a period not to exceed ninety (90) days from the date of the opening of the sealed proposals for the purpose of reviewing, evaluating, and ranking the responses, prior to award a contract. HIDALGO COUNTY DRAINAGE DISTRICT NO. 1 reserves the right to refuse and reject any/all proposals and to waive any/all formalities or technicalities, or to accept the proposal considered the best and most advantageous to the District.
