Renovation of a hospitality development in Butte, Montana. Completed plans call for the renovation of a hospitality development.

Proposals are invited for one Design-Build Contractor including and requiring a licensed Fire Protection Engineer and shall be submitted on the Proposal Form provided with the Contract Documents. All proposals must be on a stipulated sum basis. The project is funded by a MT Dept. of Commerce Community Development Block Grant and include the design and implementation of a full building NFPA 13 Fire Suppression system and required infrastructure including but not limited to water entry, riser, pumps, standpipe, tamper and flow switches and Fire Alarm system including new control panel and other support components required by the design. Bids shall be accompanied by bid security in the amount of not less than ten percent (10%) of the total amount of the bid and shall be made unconditionally payable to the Finlen Properties, LLC. Successful bidders will be required to furnish approved performance and payment bonds, each in the amount of 100% of the contract and to expressly covenant that if the bidder is awarded the contract the bidder will enter into a formal contract for the work within 20 days after the proposal is accepted by the Owner. Each Bidder will be expected to comply with all fair labor practices and must meet the requirements of applicable State of Montana and The City-County of Butte-Silver Bow. This project requires withholding payment of the public contractor's gross receipts tax. No bidder may withdraw their proposal for at least thirty (30) days after the scheduled time for receipt of proposals, except as noted. Contract will be a lump sum contract. The Owner reserves the right to waive informalities, award the contract to the responsible Bidder whose proposal is responsive and conforms with all material terms and conditions of the bidding requirements, is lowest in price, and the proposal which is determined to be in the best interest of the Owner, or to not award any proposals. All prospective general contractors and subcontractors must be registered with SAM.gov prior to submitting bids. There is NO registration fee for SAM.gov. Any registration costs seen are the result of using a third party company to complete the SAM registration. Davis Bacon Wage Rates This project must comply with Davis-Bacon and Related Acts and adherence to the current U.S. Department of Labor Wage Decision. MT State Prevailing Wage Rates This project must comply with Prevailing Wages and related requirements The City-County of Butte-Silver Bow has received notice of the award of CDBG funds from the Montana Department of Commerce. City-County of Butte-Silver Bow will soon commence implementation of the Fire Protection - Suppression and Alarm design and installation project. CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training, employment, and contracting arising in connection with this (Program)-assisted project will be extended to low- and very low-income individuals, especially those employed by Section 3 business concerns, participating in YouthBuild, living within the service area or the neighborhood of the project, or residing in public or Section 8-assisted housing. Training and employment, as well as contracting opportunities are presented in the U.S. Department of Housing and Urban Development's (HUD) Opportunity Portal . Prospective trainees, employees, and contractors of HUDassisted projects are encouraged to utilize this resource to identify opportunities. In addition, contractors are encouraged to register on HUD's Section 3 Business. Registrants will receive targeted outreach for opportunities pertaining to assisted projects that are covered by Section 3. CDBG regulations governing the grant also require that opportunities for contracting will be extended to minority, women-owned, and disadvantaged ("DBE/MBE/WBE") businesses. DBE/MBE/WBE firms are encouraged to register on Montana's DBE Registry at portal. Registrants will receive targeted outreach for opportunities pertaining to assisted projects that are covered by DBE/MBE/WBE.
