As of August 22, 2024, this project is in design. A general contractor is expected to be selected Q4 2024. Construction is expected to begin in 2025. From firms qualified and interested in providing professional services for the Main and Festival Street Improvements Project. This project consists of community outreach to facilitate the scope and design for the closure of downtown streets to vehicles for festival and other pedestrian events. Improvements are desired to facilitate City festivals and other outdoor events held on Festival Street (101st Ave NE) and Main Street. The City would like to have the ability to close one, two or more blocks to vehicular traffic, intermittently and/or regularly. Vehicular barriers are desired to protect non-motorized traffic within the street during these events. Key project elements include urban design, public outreach, stakeholder advisory committee coordination, alternatives analysis, preferred alternative design, landscape architecture design, sign design, ADA parking, loading zone analysis, utility coordination, and plans, specifications and estimate (PS&E) document production for the preferred alternative. The selected Consultant shall have an urban design consultant as the prime consultant. The team of prime consultant and any subconsultant(s) shall have the capability to complete the project from scoping through bid assistance. Scoping work will begin in September 2022. The goal is to complete contract documents by December 2023. This project will be funded with American Rescue Plan Act (ARPA) funds. There is no Disadvantaged Business Enterprises (DBE) goal. Contract negotiations will take place with the top-rated consultant. If negotiations are unsuccessful, the City reserves the right to terminate negotiations and open discussion with the next-highest rated consultant. This process will continue until a successful contract is negotiated or the City terminates the process.
