The Pine-Strawberry Water Improvement District (PSWID) is seeking Statement of Qualifications from experienced contractors to provide Well Servicing, Deepening, Drilling and Development Work, and related services, on an as-needed-basis at various project locations throughout the PSWID utilizing Job Order Contracting (JOC) project delivery method. It is the intent of the PSWID to select up to five (5) contractors for contract award. The initial term of the JOC will be for a minimum of one (1) year and may be renewed up to four (4) additional one-year terms. Renewal of the contract will be based on the successful performance of the JOC Contractor and the needs of the PSWID. It is PSWID's intent to enter into a cost-plus fee structure. During the term of the JOC, work is performed as a series of individual job orders. Individual projects may require the expenditure approval of the PSWID Board. Each job order, initiated by the owner, is defined cooperatively by the owner and contractor. The scope, schedule and price are negotiated and agreed upon. The contractor is then directed to proceed with the work. Job Order Contracting may include ancillary planning and design services, pre-construction services, construction work, maintenance and as-built record drawings to comply with other relevant regulatory agency requirements. All submittals shall be made on the Request for Statement of Qualifications for Job Order Contracting Work forms included in the Project and Contract Documents and shall include all applicable taxes. These projects are funded with PSWID Capital Improvements Budget. American Iron and Steel materials are preferred. Each Bid submitted, either by hand, United States Postal Service, or other carrier, shall be sealed and plainly marked "REQUEST FOR STATEMENT OF QUALIFICATIONS JOB ORDER CONTRACTING WORK FOR WELL SERVICING, DEEPENING, DRILLING AND DEVELOPMENT." All submittals shall be mailed to P.O. Box 134, Pine, AZ 85544 or delivered to the District Office located 6306 W. Hardscrabble Road, Pine, AZ 85544. The PSWID will not be responsible for submittals that are not marked appropriately, sent to the wrong address or returned back to the sender. Contractors are invited to be present at the opening of bids, but absence will not be considered cause for disqualification. Contractors shall be responsible for any licenses or permits required by the regulatory agency of the State of Arizona that apply to the performance of this contract. PSWID reserves the right to reject any or all submittals, or to accept any submittals,or to waive any informality in any submittals, or to withhold the award if deemed in the best interest of the District.
