The City of Warrensburg is interested in enhancing the cleanliness of the community and providing more opportunities for recycling, bulky waste pick up, yard waste, composting and food waste. The City desires to select a consultant that has the expertise to provide a feasibility study for solid waste management including bulk items, yard waste, food waste, composting, recycling, and household hazardous waste. In consultation with the City, the consultant will develop of a Solid Waste Plan pursuant to Revised Missouri Statute 260.220. The study will encompass single-family and multi-family residential and commercial users within the City of Warrensburg including the University of Central Missouri. The City of Warrensburg, population 19,337, is located 45 minutes east of Kansas City at the intersection of US Highway 50 and Missouri Route 13. Warrensburg's international energy is the result of two main influences, Whiteman Air Force Base, which operates and maintains the U.S. Air Force's premier weapon systems and the University of Central Missouri that delivers a world-class education by providing a small-college learning environment coupled with largeuniversity opportunities and cultural offerings. Historically, residents and business have been able to establish individual contracts for trash service with private companies. Currently, there is one large operator and several smaller operators offering service with the City of Warrensburg at varying levels of customer satisfaction. The City does not have a franchised trash hauler. The City provides a bi-annual bulky waste pickup and brush and limb pickup for residents through separate contracts for service. As of the writing of this RFP, there are no local opportunities for recycling. All Requests for Information and/or Interpretation (RFIs) related to this Request for Proposal must be submitted in writing and received no later than the 5:00 p.m. CST on July 6, 2022. Such RFIs shall be made to Barbara Carroll by e-mail at bcarroll@warrensburg-mo.com. If required, an addendum will be published in the same manner as this Request for Proposal addressing all RFIs no later than 5:00 p.m. CST on July 13, 2022. The method of contractor selection has not been determined at this time.
