Period of Contract: Two (2) years (24 months) from the date of award. The projected start date of the contract is mid-2022 with the full scope of contract to be executed within 24 months of contract start date. The Virginia Department of Energy ("Virginia Energy") seeks proposals from qualified firms ("Financing and Installation Partners") interested in providing lease, and/or loan origination, marketing, and servicing functionality for residential solar projects for low- and moderateincome ("LMI"), owner-occupied households in Wise County Virginia. Virginia Energy is open to a range of partnership arrangements to facilitate selected Financing and Installation Partners' offerings and to meet Virginia Energy's program goals. For the purposes of this Request for Proposals ("RFP"), an LMI household is defined as any household with income at or below 80 percent of the state median income or regional median income, whichever is greater. Specifically, Virginia Energy's goal is to select Financing and Installation Partners to deliver low-cost, long-term solar financing and installation services with performance guarantees for qualifying households. Virginia Energy has a budget of $400,000.00 to support the financing of solar investments in LMI communities in Wise County in 2022 through 2024. Such financial support to Financing and Installation Partners may take many forms, but Virginia Energy will prioritize (i) solutions and partnership models that demonstrate to have potential for expansion, subject to additional investment from the private and/or public sector in the future, as well as (ii) structures that stretch public dollars and serve the largest number of LMI homeowners within the allocated budget of this pilot. For the avoidance of doubt, a contract award under this RFP does not constitute a promise for any additional contract, funding, or investment opportunity on the part of Virginia Energy beyond this pilot program.
