Request for Information MT NP LIBI 10(2) LITTLE BIGHORN BATTLEFIELD NATIONAL MONUMENT This solicitation is a "REQUEST FOR INFORMATION" only for the proposed contract work listed in the requirements section below. This Sources Sought Notice is not a request for formal proposals or quotes. Final plans and specifications are not available at this time. Responses to this Sources Sought must be received by email no later than the date specified in the response section. This intent of this sources sought is for market research to determine contractors with the necessary experience and resources capable of performing this work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company has the capability and experience to compete for this acquisition. Responses to this notice shall include the following: (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email (e) UIE number (f) Bonding Capacity (per contract) (g) Type of small business if applicable, e.g. Other than small, Services Disabled Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business: (h) Listing of your highway/bridge construction experience where you were the prime contractor for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts, means and methods, etc. (i) Listing of highway/bridge construction team experience for work of similar type and scope. Include contract numbers, titles, locations, dollar amounts, means and methods, etc. (j) Listing of experience regarding Tribal Cultural Resources and Conditions outlined in the requirement section below. (k)Any other information you want to make the Government aware of. REQUIREMENT: NAICS Code 237310, Highway, Street, and Bridge Construction apply to this procurement with a size standard of $39.5 million. Estimated Price Range: Approximately $10 Million This 5-mile project includes grading, paving and drainage work of the Little Bighorn Battlefield Tour Road (referred to as the "Tour Road") and parking areas within the Little Bighorn Battlefield National. The primary objective of the proposed contract is to increase transportation safety within the Little Bighorn Battlefield National Monument. The Tour Road is 5.2 miles and has a substandard width for majority of its alignment and limited shoulders which does not accommodate twoway traffic. During their peak visitation, the Tour road receives high traffic volumes that include large buses and RV's. There are three major parking areas within the Little Bighorn Battlefield National Monument; the Visitor Center parking lot, the Stone House Parking lot and the RenoBenteen parking lot. All of these parking areas are undersized and poorly configured for the current traffic volume and vehicle sizes. The result is traffic conflicts, illegal parking in culturally sensitive areas, and pedestrian and vehicle conflicts. Request for Information MT NP LIBI 10(2) LITTLE BIGHORN BATTLEFIELD NATIONAL MONUMENT The estimated period of performance will consist of a notice to proceed in March 2023 and a fixed completion on November 2023. Tribal Resources and Conditions: Cultural Resources Conditions - The project is located on the Tour Road, a 5-mile roadway that bisects the battleground of the Battle of Little Bighorn. The adjacent land next to the roadway is a very sensitive cultural resource to not only NPS but the 18-affiliated native tribes. There is a possibility that battle artifacts and human remains may be lying under the surface. Due to the culturally sensitive nature of the project, all ground disturbing work on the project requires archaeological monitoring and metal detection. Prior to ground disturbing activity, the Contractor must provide a professional archeologist. Tribal Conditions - The Little Bighorn Battlefield National Monument consists of two right-of-way parcels; the Custer Battlefield and the RenoBenteen Battlefield. The Tour Road connects the two battlefields and traverses across Crow Tribe reservation lands for several miles. Per the Crow Nation Workforce Protection Act, FHWA has agreed to pay 3% of the awarded construction amount to the Tribal Employment Rights Office (TERO) of work located outside of Park boundaries. The Crow Tribe assesses the fee for the privilege of conducting business on the Crow Reservation and to raise sufficient revenue for the operation of the TERO office and the enforcement of the Crow Nation Workforce Protection Act. The Crow Nation Workforce Protection Act also requires Indian preference hiring for the entire contract for work within and adjacent to the Crow Reservation. Construction contractors, prior to starting work on the Reservation.
