The purpose of this RFP is to solicit services for education, outreach, and residential stormwater management implementation for residential homeowners in the Elizabeth River & Lynnhaven Watershed areas of Virginia Beach. The purpose of the residential homeowner outreach is to promote individual and group involvement in local water quality improvement initiatives including the promotion of local restoration and clean-up projects, programs, groups, meetings and other opportunities for public involvement. The program shall educate homeowners on the practices they can incorporate into their daily decisions as well as facilitate the implementation of best management practices (BMPs) on residential properties that will reduce stormwater pollution in our waterways and help to improve water quality. Upon mutual agreement of all parties and based on the original contract terms and conditions, this contract may be renewed four ( 4 ) additional one ( 1 ) year periods. Renewals shall not be automatic and any and all renewals shall by written agreement and signed by both parties in the same manner as the Agreement was executed. Questions should be addressed to the Issuing Office not less than twelve (12) calendar days prior to the closing date of the Request for Proposal. The award of a contract shall be the sole discretion of the City. The award shall be based upon the evaluation of all information as the City may request. The City reserves the right to accept or reject any or all proposals in whole or in part and to waive any informalities in the bidding. Further, the City reserves the right to enter into any contract deemed to be in the best interest of the City.
